Paul Tilton--Sandwich PAYT Pro ram <br /> Richard Elrich introduced Paul Tilton. Richard Elrick said he thought it made sense to hear from <br /> Paul Tilton because on Cape he has most experience and the background with PAYT program <br /> that seems to work the best. Richard said this will give the Committee the chance to raise <br /> concerns/issues that have arisen. Paul Tilton said he works in Sandwich; and lives in the Town of <br /> Barnstable. He provided a chart showing Sandwich PAYT trash&comparison for FY-11 to FY- <br /> 14--copy attached to printed set of these minutes. Highlights of Mr. Tilton's presentation <br /> included the following: <br /> • PAYT has been successful in Sandwich. Starting 5t'year of the program this fiscal year. <br /> • Sandwich farmed a committee like in Mashpee looking to reduce costs. Sandwich <br /> committee looked at many various options,including keeping"as is". Ultimately, <br /> selected PAYT. <br /> • Andrew McKelvey asked whether referendum vote held to implement PAYT. Mr. Tilton <br /> responded"no, Selectmen trade the decision to adopt PAYT". Mr.Tilton said they <br /> vetted all the options and made a well educated decision on this program. <br /> * Sandwich held open public meetings;hold recycling meetings;-held compost meetings. <br /> Handed out materials available through DEP, etc. Also,the first week of PAYT Paul <br /> Tilton set up a tent at the Transfer Station and gave out brochures, etc.,but he suggested <br /> educating everyone way beforehand. <br /> • If you make people pay for trash generated,they recycle. <br /> • PAYT more equitable method for collecting trash. <br /> • PAYT lowest cost option for Sandwich. DEP grants available(they got about$27,000 <br /> for starting the system. <br /> • They had 50%tax subsidy/50% sticker holder;they wanted to do away with tax subsidy. <br /> • 4 years and they are now at 100%PAYT paying and covers their budget. <br /> • They separate paper/cardboard from cans,plastics and bottles. Right now company picks <br /> up paper/cardboard and takes recyclables at no cost,so it's a wash. <br /> « Transfer station accepts metals—generally makes$90,0004100,000 on metals. Paul <br /> Tilton said he would provide breakdown of recyclable revenues to John Cahalan as <br /> requested. <br /> • Sandwich transfer sticker fee is$55. Various sizes/cost for bags. Sticker <br /> fee/bags/Transfer Station fees cover all costs. Before PAYT they had no limitation on <br /> number of bags being thrown away. <br /> • Illegal dumping, large families, etc.was a concern. So they set up a monitoring program <br /> and they didn't see any issue except one at the town dumpster. They put a lock on that <br /> dumpster and illegal dumping stopped. <br /> • Made effort for seniors,but didn't offer cheaper bags for larger families. Mr.Tilton said <br /> if they recycle,they'll reduce their costs. Paul Tilton went through his own household <br /> trash and went from 30%to 65-70%reduction. <br /> • Kalliope asked if Sandwich experienced"angry masses"? Paul responded"yes". He said <br /> they got a number of calls and heard a lot of opposition. They lost about 9%of sticker <br /> holders—out of 5500 they lost about 500. Last year number of sticker holders went up. <br /> First year heard opposition;at this point don't hear anything. Occasionally hear about <br /> ripped bags,but the company refunds the bags. <br /> • Some people will always try to beat the system so you do have to monitor. <br /> • Sandwich has vendor for the bags,but town employees operate the Transfer Station. <br /> Vendors make small amount on the bags; stores don't make anything off selling the bags. <br /> • Operating costs lower----don't have to deal with solid waste as much;transport less; so <br /> staff moved somewhere else,--cleaning beaches,etc. <br /> • Closed Transfer Station 1 additional day----open 5 days per week. Sandwich not a major <br /> "seasonal"town. <br /> 2 <br />
