Paul Tilton–Sandwich PAYT Program;(continued) <br /> In discussing fees charged in addition to sticker fee, it was apparent that Sandwich charges 1-day <br /> fees;for appliances,TV's,etc.similar to Mashpee. However, John Cahalane noted that the <br /> Sandwich Transfer Station sticker fee of$55 basically covers recycling and compost. Anything <br /> over that,a fee is charged. <br /> Andrew McKelvey noted from chart provided that trash down but recycling didn't increase <br /> drastically...where did all that trash go? Paul Tilton said composting is up. He said people used <br /> to throw grass and clippings away;clothing recycling is up...more clothing going to redemption <br /> centers;yard sales;charity. <br /> Paul Tilton said he did not know of homes that compost;he said Sandwich considering food <br /> composting. They are waiting to see outcome at Mashpee. <br /> Tom O'Hara asked whether Sandwich considered dual program. Paul Tilton responded"no". <br /> The Committee thanked Paul Tilton for his very interesting presentation. Mr.Tilton exited the <br /> meeting. <br /> Kalliape Egloff mentioned that the Board of Health members have talked about waste <br /> management and what the voice of the Board of Health would be. <br /> Tom Murphy said at next FinCom meeting he will let them know how far this Committee has <br /> come. Tofu Murphy said signs should be posted at entry way of the Transfer Station to inform <br /> people. He said he is convinced that no matter what direction we go people have to learn Trow the <br /> Transfer Station works. <br /> Glenn Santos suggested thinking about low-income sticker availability. <br /> Rock ort Dual W4ste Program <br /> Richard Elrick provided some historic data on Rockport Transfer station. He said the bottom line <br /> is data shows they have small increase in MSW and small returns in recyclables in the same year. <br /> He said looking at Rockport,as well as Winchester, data shows essentially the challenges with <br /> dual program. The PAYT program portion is self-selecting, so doesn't apply to the whole group. <br /> Richard pointed out that in dual program,there needs to be price differential between fee required <br /> for PAYT vs.flat fee required. He noted that Rockport charges flat fee of$1.60;they charge <br /> PAYT$35 plus bag cost. If someone uses 1 bag per week($1.70)X 52 weeks the total yearly <br /> cost would be$123.40. With dual program,if there is small differential people will take the easy <br /> way,pay small difference,and MSW won't be reduced. <br /> Richard Elrick suggested that perhaps the Committee should hear from other towns who did not <br /> like PAYT. <br /> Proposal re Bag Limitation under Transfer Station Pollc <br /> There was a lengthy discussion in reviewing the Transfer Station policy proposal policy to limit <br /> bags per visit to the Transfer Station. Committee members voiced various concerns and <br /> suggestions—such as: Moving too rapidly;Do all recommendations at once,rather than <br /> piecemeal;Need more information to decide on number of bags; etc. <br /> The consensus was reached that the survey would provide much information needed;therefore, <br /> the Committee tabled this matter until after survey results are in hand. <br /> 3 <br />
