Survey Results... (continued) <br /> • Andrew McKelvey said every comment tells a story. He counted and 218 comments <br /> were to keep system in Town as-is; 80 comments would endorse PAYT. He said people <br /> very enthusiastic about recycling and spoke well of Catherine Laurent. Andrew said <br /> what he doesn't like is making people do things they don't want to do. He said people <br /> don't want to change the system. Kalliope said with PAYT they don't have to change; <br /> they can continue as they do now,but would have to pay to do that, <br /> • Kalliope said she's here to talk about recycling;solid waste; composting. She said <br /> financially the Town has fiduciary responsibility. <br /> • Andrew said the Town voted twice; and if thinking is they want PAYT put on ballot as a <br /> binding vote. <br /> • Tom Murphy referred to the financial side, He said New Bedford Waste developing at <br /> their new site a system to separate all waste and will charge us for all waste. If price of <br /> tonnage and transportation goes up then Town going to be responsible for subsidizing the <br /> process. Does Town have responsibility to provide the service? Tom Murphy said towns <br /> have looked for ways to save money for town overall. FinCom looks to see impact on tax <br /> rate. He said by not subsidizing where else can you save $200,000 from the budget in <br /> one swoop. Catherine Laurent said with enterprise system you would pull entire Transfer <br /> Station budget of$800,000 out. Tom Murphy said there is another opportunity to let <br /> residents know the financial side and that might change people's attitude. <br /> • Tom O'Hara said the way the Transfer Station currently operates there are a lot of <br /> services that are for free---for example: recycling; grass clippings; leaves;brush; able to <br /> bring bulk waste for basic fee cost for the item; able to pick up loam or bark mulch in the <br /> Spring. A lot of free services to the residents. Right now our taxes pay for the <br /> operational costs of the Transfer Station. With enterprise system you do lose services. <br /> • Richard Elrick said nothing is free;everything costs. He said trash is a commodity like <br /> water and electricity. You pay what you use for commodities; shouldn't we pay for not <br /> recycling? <br /> • Richard Elrick said the goal of the Committee is to reduce trash;educate people; hear <br /> from people who have PAYT. Towns with PAYT are paying less than before. <br /> Enterprise funded approach is the way to go--most effective way to handle solid waste. <br /> • Kalliope mentioned DEP says you have to recycle. They are hiring more inspectors. <br /> Tom O'Hara asked Catherine if we were ever inspected. Catherine said we have been <br /> exempt from inspections because we offer a strong recycling program. <br /> • Tom Murphy asked Catherine if she had knowledge of how New Bedford Waste new <br /> facility will process the waste collected. She said they will process and make into <br /> briquettes to be used as a fuel product. Catherine said currently these briquettes not <br /> permitted to be used in Massachusetts but will be used by businesses in other states that <br /> now use coal. <br /> Discussion <br /> Glenn Santos said according to the responses, if we limit the number of bags per visit we won't <br /> be impacting many users. Glenn said it would be necessary to have enforcement so we need <br /> somebody at recycling and somebody in the building. <br /> Rodney Collins said the Committee goals set back in March-2015 were(1)Obtain compliance <br /> with some type of accountability;(2)Provide equity for the users; and(3)Reduce trash and <br /> increase recycling. Chief Collins suggested placing cameras at attendant's gate and in the <br /> building to ensure compliance. He said it is short money to ensure person has sticker and get to <br /> read plate. If issue arises, report it. Once consequences attached,that will act as deterrent. <br /> Rodney Collins suggested in setting bag limit, define size as well. Catherine Laurent asked <br /> Committee: Are you also going to limit the number of trips? <br /> 3 <br />
