MASHPEE WASTE MANAGEMENT COMMITTEE MONDAY,DECEMBER 14,2015 WAQUOTI'MEETING ROOM—TOWN HALL Present: Tom O'Hara,Andrew McKelvey,Tom Murphy, Catherine Laurent,Rodney Collins, Glenn Santos,Richard Elrick,and Wayne BevAcqua(participating remotely via conference call received at 6:08 p.m.). Absent: John Cahalane,Kalliopc Egloff, and Geoff Gorman. Audience: Sam Houghton-Mashpee Enterprise Torsi O'Hara, Chairman,called the meeting to order at 6 p.m. Pledge of Allegiance was recited,followed by a moment of silence. Public Comment...None. Approval of Minutes Catherine Laurent motioned to approve the minutes of November 17,2015 as presented. Andrew McKelvey seconded this motion. VOTE: 6-Yes; I-Abstain. Roll Call Vote: Catherine Laurent—yes Andrew McKelvey-yes Topa.Murphy—yes Glenn Santos-yes Rodney Collins—yes Richard Elrick—abstain Tom O'Hara—yes Recommendations/Suggestions of Waste Management Committee Statements from Committee members included the following: Richard Elrick • Supports recommendations for enhancing education with respect to recycling. • Agrees with Kalliope's comments,in particular to pay-as-you-throw(PAYT)unit base pricing. Rick said he feels that is the recommendation this Committee should be making. He said PAYT approach most effective way to reduce waste load and provide equity to folks involved. Rick said in light of our charge,we should have made this recommendation. Glenn Santos—Recommends low-income sticker. Andrew McKelvey • Recommends to give everyone over age of 75 a 10% low-income discount on transfer station sticker. • Recommends any resident who wants to recycle should be given sticker at no cost, but to re-address when transfer station goes to an enterprise system. • Recommends that other than sticker and 5-bag limit,keep things as they are and re-visit in 5 years. • If Selectmen still feel we need PAYT system or DUAL system,then to be submitted for binding Town vote.
