MASHPEE WASTE MANAGEMENT COMMITTEE <br /> MONDAY,DECEMBER 14,2015 <br /> WAQUOTI'MEETING ROOM—TOWN HALL <br /> Present: Tom O'Hara,Andrew McKelvey,Tom Murphy, Catherine Laurent,Rodney Collins, <br /> Glenn Santos,Richard Elrick,and Wayne BevAcqua(participating remotely via conference call <br /> received at 6:08 p.m.). <br /> Absent: John Cahalane,Kalliopc Egloff, and Geoff Gorman. <br /> Audience: Sam Houghton-Mashpee Enterprise <br /> Torsi O'Hara, Chairman,called the meeting to order at 6 p.m. <br /> Pledge of Allegiance was recited,followed by a moment of silence. <br /> Public Comment...None. <br /> Approval of Minutes <br /> Catherine Laurent motioned to approve the minutes of November 17,2015 as presented. Andrew <br /> McKelvey seconded this motion. <br /> VOTE: 6-Yes; I-Abstain. <br /> Roll Call Vote: <br /> Catherine Laurent—yes Andrew McKelvey-yes <br /> Topa.Murphy—yes Glenn Santos-yes <br /> Rodney Collins—yes Richard Elrick—abstain <br /> Tom O'Hara—yes <br /> Recommendations/Suggestions of Waste Management Committee <br /> Statements from Committee members included the following: <br /> Richard Elrick <br /> • Supports recommendations for enhancing education with respect to recycling. <br /> • Agrees with Kalliope's comments,in particular to pay-as-you-throw(PAYT)unit base <br /> pricing. Rick said he feels that is the recommendation this Committee should be making. <br /> He said PAYT approach most effective way to reduce waste load and provide equity to <br /> folks involved. Rick said in light of our charge,we should have made this <br /> recommendation. <br /> Glenn Santos—Recommends low-income sticker. <br /> Andrew McKelvey <br /> • Recommends to give everyone over age of 75 a 10% low-income discount on transfer <br /> station sticker. <br /> • Recommends any resident who wants to recycle should be given sticker at no cost, but to <br /> re-address when transfer station goes to an enterprise system. <br /> • Recommends that other than sticker and 5-bag limit,keep things as they are and re-visit <br /> in 5 years. <br /> • If Selectmen still feel we need PAYT system or DUAL system,then to be submitted for <br /> binding Town vote. <br />
