1VMashpee Affordable Housing Committee <br /> Meeting Minutes <br /> January 3, 2012 at 6:30 pm <br /> Selectmen's Meeting Room, Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Fred Detschel <br /> Absent: Kalliope Egloff <br /> Also Present: Selectman Carol Sherman <br /> CALL TO ORDER <br /> Chairman Abbott called the meeting to order at 6:30 p.m. and the roll was called. <br /> APPROVAL OF MINUTES-November 1, 2011 <br /> A motion was made by Mr. Johnson to approve the minutes for the November meeting. Mr. <br /> Detschel seconded the motion. All voted unanimously. <br /> OLD BUSINESS <br /> 950 Falmouth Road Project <br /> Chairman Abbott provided'an update regarding 950 Falmouth Road. The Chair stated that a <br /> meeting with Town Manager Joyce Mason confirmed that the Town had clear title to the three lots <br /> at 950 Falmouth Road and was not involved in litigation. Kalliope Egloff had been in contact with <br /> Paul Ruchinskas at the Cape Cod Commission, as well as with the Wampanoag Tribe. It was <br /> reported that the Tribe's 40B housing project located on Meetinghouse Road was on hold, although <br /> funds had been utilized to build the wastewater treatment facility prior to the end of the year. In <br /> December, a meeting occurred between the Town Planner and Tribe attorneys and it was reported <br /> that the project was back on track. Ms. Egloff spoke with Elaine Davis, Chief Procurement Officer <br /> for Barnstable County, who offered her assistance in developing an RFP and provided suggestions <br /> regarding RFP requirements. Mr. Ruchinskas has indicated that funds may be available from the <br /> Massachusetts Housing Partnership to finance a feasibility study for the parcel being considered. <br /> Mr. Ruchinskas suggested that Cape Cod Commission mitigation funds were likely not to be <br /> available for an assessment plan. Mr. Ruchinskas confirmed that the parcel was not located in a <br /> flight path, making it eligible for federal funding. The Chair followed up with Town Planner Tom <br /> Fudala regarding whether or not a feasibility study had been completed for 950 Falmouth Road <br /> reporting that it was believed that a study had not yet been completed. <br /> Regarding the upcoming Board of Selectmen meeting on January 9, both Mr. Ruchinskas and Leila <br /> Botsford will be in attendance to speak. The 950 Falmouth Road proposal had been placed on the <br /> agenda for 7:20 p.m. Ms. Mason had indicated that it would be by the authority of the Board of <br /> Selectmen to determine whether or not the parcel be utilized for affordable housing purposes. <br /> Committee members reviewed Chairman Abbott's PowerPoint presentation draft highlighting the <br /> need for affordable housing and the benefits of utilizing 950 Falmouth Road. Mr. Johnson <br /> recommended that the size of the properties that were considered for affordable housing also be <br /> included in the presentation. <br /> Affordable Housing Trust <br /> Mr. Ruchinskas had suggested that Mashpee's Affordable Housing Trust was unlike that of other <br /> Trusts located on the Cape. Chairman Abbott distributed copies of a draft letter that could be <br /> submitted to the Affordable Housing Trust in order to seek an RFP and funding to assess the <br /> feasibility of using 950 Falmouth Road for an affordable housing project.
