Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> February 7, 2012 at 6:30 pm <br /> Selectmen's Meeting Room, Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Kalliope Egloff, Allan Isbitz <br /> Absent. Berkeley Johnson, Fred Detschel <br /> Also Present- Selectmen Carol Sherman&Mike Richardson, Town Manager Joyce Mason, Asst, <br /> Town Manager Tom Mayo <br /> CALL TO ORDER <br /> Chairman Abbott called the meeting to order at 6:35 p.m. and the roll was called. New member Allan <br /> Isbitz was welcomed to the Committee. The Chair offered his thanks to Ms. Egloff and the entire town <br /> for their assistance with the Mackie family. <br /> APPROVAL OF MINUTES-January 3, 2012 <br /> It was determined that there was not a quorum of members who attended the January 3, 2012 to allow <br /> for approval at this time. <br /> OLD BUSINESS <br /> 950 Falmouth Road Project <br /> Chairman Abbott reported that the presentation went well at the Board of Selectmen meeting. Leila <br /> Botsford and Paul Ruchinskas participated in the presentation. The Chair expressed frustration that the <br /> p r0i <br /> property and affordable housing p -ect had been under consideration for a long time and learned only <br /> at the meeting that the parcel would be unavailable to the Committee. Town Manager Joyce Mason <br /> stated that she was responsible for making sound financial decisions for Mashpee. Ms. Mason <br /> indicated that the value of the property was reviewed and a request made that the Land Committee be <br /> reinstated. Ms. Mason made a recommendation that the Land Committee review the parcel. There <br /> was discussion regarding the assessed value versus the property value- Chairman Abbott stated his <br /> preference that he be told prior to the presentation that the property would be unavailable for an <br /> affordable housing project. <br /> Ms. Egloff stated that the Committee's goal was to create affordable housing and that clarification of <br /> the property's availability was appreciated in order to move forward. Ms. Egloff noted that there <br /> would be other opportunities available. Ms. Egloff referenced the newspaper which suggested that the <br /> value of the proposed uses of 950 Falmouth Road would be less than the value of the two parcels. Ms. <br /> Egloff emphasized that everyone was working in the best interest of the Town, but with different <br /> agendas. Mr. Isbitz inquired whether the parcel might still be an option should other plans for the site <br /> fall through. Selectman Richardson stated that 950 Falmouth Road would not be available for <br /> affordable housing at this time because there were other town considerations requiring decisions to be <br /> made in the best interest of the 14,000 residents. Mr. Richardson stated that much of the Town's land <br /> had been placed in conservation, limiting options for affordable housing and commercial development. <br /> Mr. Richardson indicated that two parcels would be offered to the Committee for their consideration. <br /> Chairman Abbott suggested that the recommended two parcels appeared on the Committee's original <br /> list of six, but that 950 Falmouth Road had been the best choice for affordable housing. Ms. Egloff <br /> referenced such parameters as sidewalks, accessibility and public transportation as key factors when <br /> considering a parcel for affordable housing. The Chair inquired about the sale of 950 Falmouth and if <br /> it was worth $1 million instead of$4 million, suggesting that no builder would purchase the land if <br />
