Mashpee Affordable Housing Committee
Meeting Minutes
June 5, 2012 at 6.30 pm
Selectmen's Meeting Room, Mashpee Town Hall
Present: Chairman Walter Abbott,Kalliope Egloff, Allan Isbitz
Also Present: Selectman Michael Richardson
Absent: Berkeley Johnson, Fred Detschel
CALL TO ORDER
Chairman Abbott called the meeting to order at 6:35 p_m, and the roll was called.
APPROVAL OF MINUTES-May 1, 2012
Approval of the minutes was deferred until the next meeting because there was no quoram of
attending members.
COMNU TEE REORGANIZATION
1t.was determined that reorganization would occur in September since Mr_ Abbott did not
become Chairman until September 2011.
OLID BUSINESS
Planned Production Plan
The Chair expressed his interest in finalizing the Production Plan and recommended clarifying
some figures that vary between the Cape Cod Commission and the Mashpee Planning
Department. The 2012 figures from the Cape Cod Commission show an affordable housing
percentage of 4.3. There was agreement that the source of figures should be identified with the
Cape Cod Commission and with Tom.Fudala. It was suggested that the most recent, accurate
figures be used for the production plan. There was discussion regarding the development of 31
units of affordable housing each year and the Mashpee's efforts to reach the goal of 10%
affordable housing stock. There was agreement that Mashpee should continue to make a good
faith effort to reach the affordable housing goal. The Chair will follow up with Paul Ruchinskas
to acquire a citation for the Cape Cod Commission's 2012 affordable housing figures and will
also follow up with Mr. Fudala for additional information. There was also discussion regarding
the inclusion of group homes as part of the affordable housing rate. Ms.Egloff suggested that a,
listing of all affordable housing should be available in order to track and protect the stock. It was
also recommended that the information be made available through a GIS layer. It was suggested
that the State, through DHCD, should have a list of affordable housing units in Mashpee.
Selectman Richardson inquired about accessory apartments_ Ms. Egloff responded that zoning
was needed in order to allow accessory apartments. It was suggested that some accessory
apartments may not qualify, unless the apartment received a subsidy or otherwise met the
definition for affordable housing. There was discussion regarding the Martha's Vineyard
program to add affordable housing to the stock of available housing. Further discussion was
deferred until the figures and intent were more clearly defined. Ms. Egloff recommended that
the Committee's final version also be reviewed by Mr_ Ruchinskas at the Cape Cod Commission.
