Budget to Actual Report: Mrs. Botsford presented the budget to actual report prepared by the fee <br /> accountant, and reviewed it with the board, explaining the variances. Mrs. Botsford pointed out that the <br /> figures are based on last year's budget because DHCD has not yet issued Budget Guidelines. <br /> Accounts Payables: Mrs. Botsford presented the warrants for signature. The warrants for signature <br /> tonight are for the month of August 2014 and total as follows: $29,913.76 for 4001, $4,909.00 for Section <br /> 81 $27,373.00 for MF VP, $46,027.63 for Asher"s Path Apartments, $15,266.47 for the Housing Assistance <br /> Program and $3,997.83 for Great Cove Community. <br /> Mrs. Botsford reported we have all residents paid in full at all developments. we are 100% occupied at <br /> Homeyer Village. We have one vacancy at Breezy Acres, with a lot of work to do stili. Mrs. Botsford <br /> stated that she still expects it'll be leased sometime in late September/early October. we have leased <br /> three tenants at Asher"s Path and have two left to lease this month. One unit remains to be leased at <br /> Great Cove Community and that should take place in the next week. A motion was made by Mr. <br /> h ckett and seconded by FIs. Allen to accept the Treasurer's deport as presented. The <br /> motion was adopted. <br /> EXECUTIVE DIRECTOWS REPORT&UPDATES: <br /> Mrs. Botsford stated she had mailed her report for August but added the following: <br /> 0 Spectrum will be at Asher's Path on October 3 for a review, so we are preparing for that. <br /> 0 Bob (custodian) is still out on medical leave. Mrs. Botsford will be checking in with hire soon to <br /> see when if he intends on returning to work <br /> • Mrs, Botsford will be attending the CPC next week to offer a report <br /> 0 The town has not yet gotten rye a Scope of Services yet for the review of the Housing Assistance <br /> Program. <br /> 0 our Capital improvement award letter came recently, Mrs. Botsford will be meeting with Vincent <br /> next geek to go over scheduling <br /> Mrs. Botsford did the annual Affirmative Action Analysis and vire are within our goals (report <br /> provided) <br /> « All recertifications are done at Asher's Path <br /> 0 Mrs. Botsford has been invited to continue on DHCD's advisory committee. They will be using <br /> that committee as a vehicle for moving forward with drafting guidelines and regulations with <br /> regards to the housing authority reform bill. Right now only five E.D.s but they will be adding <br /> more. Mrs. Botsford provided the board with the MassNAHRO summary of the bill changes. The <br /> first meeting is September 22, Mrs. Botsford will keep the board posted. <br /> OLD BUSINESS: none <br /> NEW BUSINESS: <br /> Personnel Poligy Update: Mrs. Botsford reminded the board about the discussion last month with regards <br /> to while calculating compensated absences for sick leave, it was discovered that there was no cap on the <br /> amount of time employees could accumulate. Mrs. Botsford surveyed other housing authorities and <br /> found several different responses, but most allowed between 6 and 12 weeks"worth of accumulated <br /> absences. In addition Mrs. Botsford recommends changing hours for full-time employee to change from <br /> 20 hours to 24 hours minimum, in order to coincide with Barnstable County Retirement standards. <br /> draft of the changes proposed was provided to the board previous to the meeting. A motion was made <br /> by Mr. Shackett and seconded by Ms. Allen to adopt the recommended changes as presented <br /> and allow up to 10 weeks sick time accumulation for employees, prorated according to the <br /> number of hours worked per week. The motion carried. Mrs. Botsford will advise the staff. <br /> f <br />
