Mr. Johnson inquired about the lot approval process and Selectman Richardson responded that Habitat for <br /> Humanity is in contact with Town Planner Tom Fudala regarding the projects occurring in l ashpee as <br /> well as available town owned land. Regarding the three properties,, a committee met to discuss the <br /> various parcels and determined that those properties would be a fit for affordable homes. Selectman <br /> Richardson noted his preference that future discussion about available parcels talo place with the <br /> Affordable Housing Committee. Committee members expressed interest in being included early in the <br /> process. Selectman Richardson stated that he would recommend including a member of the Affordable <br /> Housing Committee in these discussions. <br /> Affordable Housing Trust <br /> Mr. Johnson inquired about the next step with the Affordable Housing Trust now that a joint meeting has <br /> occurred with Affordable Housing. Mr. Johnson is awaiting appointment from the Board of Selectmen. <br /> Selectman Richardson noted that the Affordable Housing 'Trust only meets when a project is being <br /> considered, but suggested his preference that the 10%affordable housing funds from CPC be placed in a <br /> trust for greater accessibility. Selectman Richardson stated that it would require a Town fleeting vote <br /> and approval from CPC to do so. Mr. Johnson recommended that the Trust be organised in order to <br /> submit an appropriate solution. The Chair questioned whether the BOS would be responsible for placing <br /> it on the warrant and Selectman Richardson confirmed that they would, based on the recommendation of <br /> the Committee or the Trust. The Committee felt that the Trust should begin meeting to organize its <br /> priorities and Selectman Richardson agreed. . <br /> motion was made by Chairman 'Trebat that the Affordable Housing Committee recommend that <br /> the Affordable Housing Trust meet to organize and that the Board of Selectmen move forward on <br /> the next Town Warrant for the May meeting on the issue of proving CPA funds into the Trust. <br /> Motion seconded by Mr. Abbott,. AtI voted unanimously. <br /> 'Where was discussion regarding whether the three homes currently being built by Habitat is different than <br /> the ones reflected in the current RFP and highlighted on the map. Selectman Richardson will look into it <br /> further to clarify. Mr. Abbott also-reported that many towns have multiple affordable rentals available <br /> and expressed his interest in identifying a lamer lot that may accommodate a development of affordable <br /> rentals. Mr. Abbott referenced a 3 acre lot on Lowell Road that does not appear on the list. Mr. Abbott <br /> pointed out 2 lots on Falmouth Road that may be adjacent to one another and inquired whether they could <br /> be combined and offered in an RFP for development. <br /> Mr. Johnson questioned whether there is more information about Mashpee's housing needs. Mr. Abbot <br /> responded that he has been gathering the information and the Chair added that there i 2005 Weed <br /> I p <br /> Assessment study. Mr. Abbott stated that the 201 o Mashpee Affordable Housing Element also contains a <br /> needs assessment. Mr. Johnson inquired whether there is a need for rental properties or Dome ownership. <br /> Selectman Richardson indicated that the recent survey provides some information about affordable <br /> housing creeds and that Assistant Town planner fill Newton is working on the Affordable Housing <br /> component of the Local Comprehensive flan. Mr. Abbott referenced the surveys completed in 2004 and <br /> 2010 with similar results. Mr. Abbott recommended looking at neighboring towns for trends and stated <br /> that they are developing rentals. Mr. Abbott referenced the Home Consortium whose number one goal is <br /> to create rental units. Committee members will review the list of available lots to identify larger parcels <br /> for rentals. <br /> Mr. Abbott stated that Breezy Acres bas a list of 100 people.on their waiting list. Selectman Richardson <br /> noted that Breezy Acres has been allowed to expand since approval of the sewer line. Selectman <br /> Richardson referenced the use of accessory apartments, reporng that Town fleeting turned down the <br /> option to allow accessory apartments as a zoning bylaw.
