1 i <br /> Development Subcommittee Report <br /> rt <br /> } At the previous meeting, Chairman Trebat suggested the possibility of creating a Development <br /> Subcommittee that would meet between regularly scheduled meetings in order to review helpful <br /> information that could thea be recommended to the full Committee. The Committee could then <br /> make recommendations regarding potential development projects to the Affordable Housing <br /> Frust. .Mr. Abbott had agreed to Chair the subcommittee and Chairman Trebat agreed to serve, <br /> with the recommendation that lir. Detschel also join the group. It was noted that open meeting <br /> law requirements would require that any meetings be properly advertised. <br /> Mr. Johnson stated that he had not yet been officially appointed to the Affordable Housing Frust. <br /> Selectman Richardson stated that the appointment was moving forward. Selectman Richardson <br /> indicated that'Town Manager Joyce Mason had the letter. <br /> Mr. Abbott reported that there were 8 potential sites that could be considered. Mr. Abbott <br /> suggested meeting with Tom Fudala to further discuss the potential of the sites to be used for <br /> . <br /> affordable housing. Mr. Abbott referenced an example of 5.8 acres on Lovell's Lane, which has <br /> since been transferred to Conservation, noting that more information would be needed confirm <br /> that the identified parcels would still be available. <br /> Mr. Abbott referenced 950 Falmouth Road featuring sidewalks and in close proximity to <br /> transportation. According to Town records,there was a possibility•that 83 bedrooms couldbe <br /> placed on the lot, but Mr. Abbott was unsure of the details. Selectman Richardson stated that the <br /> property had not been given to Conservation. Selectman Richardson reported that the list of <br /> properties had been drafted to assist in identifying locations for future sewer expansion and <br /> recommended further discussion with fir. Fudala. Chairman Trebat recommended that Mr. <br /> i Abbott schedule a meeting with Mr. Fudala. There was also discussion about the Veterans' <br /> project and another property that had been considered for a hockey rink and swimming pool. <br /> Ir. Abbott will contact Mr. Fudala. lir. Abbott also referenced a recent article about taking <br /> land and, upon review, found 17 acres of tax taldng land located near Pickerel Cove. <br /> The Chair referenced Adrienne Danner's advice about hover to get started with a project, along <br /> with identifying the needs of the Town. In speaking with Paul Ruchinskas, it was recommended <br /> to Chairman Trebat that a consultant be considered to conduct a needs analysis in order to move <br /> forward with financing and development. Chairman Trebatrill look into the costs of hiring a <br /> consultant. 'there was discussion about the possibility of obtaining funds to pay for the needs <br /> analysis with CPA money. It was confirmed that other towns have used CPA money. Selectman <br /> Richardson indicated that CPA funds were being set aside for future use. <br /> Discussion of Affordable Housing Bylaws from other Towns <br />� Ms. l Committee each�o .�ttee member to review the affordable housing bylaws of <br /> three towns, presenting the information to other members. Any aspect of interest to the <br /> i <br /> Committee could be considered. All Committee members were in support of the idea. Ibis. <br /> Egloff also recommended looking into how other towns engage proponents and manage conflict <br /> mitigation. Chairman Treat indicated that he would follow up with Mr. Ruchinskas. It was <br /> recommended that each member study l town per month. The Chair will balance and assign <br /> towns to each of the Committee members and Sele trn n Richardson. <br /> 3 <br />
