Other Business <br /> Discussion of the Draft Affordable Housing Plan,Bill Newton <br /> Mr. Newton reported that the draft was 90% complete with updated information using the 2009 <br /> census estimates and the 2010 census population figures. Mr. Newton stated that he was now <br /> ready to develop the Production Plan. Mr. Newton reported that his figure for year round <br /> housing totaled 6,118 units, resulting 'in a 10% affordable housing goal of approximately 612 <br /> units. Existing subsidized housing units in Mashpee totaled 224, both ownership and rental, <br /> -resulting in an additional need of 388 units. Mr. Newton noted that there had been discussion <br /> regarding whether or net all existing affordable housing units had been accounted for. <br /> Mr. Newton described his approach to the-Production Plan and indicated that that he was looking <br /> . - closely at the housing industry and agencies that have developed housing in Mashpee such <br /> Habitat for Humanity acid the Mashpee Housing Authority, and also the potential for accessory <br /> affordable apartments and friendly 40B units such as Asher's Path. Mr. Newton reported that 9 <br /> affordable housing units at Mashpee Commons had been approved and permitted and had not <br /> been included in the 224 count. Chairman Trebt inquired about the ownership of the units and <br /> Mr. Newton responded that the majority may be rentals but it was expected that some may be <br /> private ownership. Mr. Newton recommended that, after revievAng the data, he would <br /> recommend consideration of multi-family units which were not available but may be a necessity <br /> for young people and families to remain in town. The Chair inquired whether that would need to <br /> e addressed with the Zoning Bylaw and Mr. Newton confirmed that it did. Mr. Newton also <br /> noted that the accessory affordable apartments and multi-family units would need to be approved <br /> y the Planning Board. The Chair referenced the inclusionary zoning bylaw recommended in the <br /> original plan and Mr. Newton responded that it was again included in order to ensure that 10% of <br /> every housing project would be affordable. Mr. Newton suggested that a number of affordable i <br /> i <br /> units would likely be made available with the adoption of bylaw allowing affordable accessory <br /> apartments. Mr. Newton would be providing projections for the number of units expected to be <br /> made available through the Housing Authority and friendly 40B projects. Mr. Newton reported <br /> that the legislation provided a target of 0. 0%, which would result in the need to produce 3 1 <br /> units per year in Mashpee in order to show progress. <br /> i 'Inquired whether .Iir. Newton would be assessingthe specific creeds of <br /> Chairman Trehat q <br /> Mashpee and Mr. Newton responded that it had been his focus to compare Mashpee to <br /> surrounding communities, particularly a it related to rental units. Mr. Newton referenced the <br /> public opinion survey and the number of people choosing to leave the Cape due to limited job <br /> availability and housing options.
