1ahpee Affordable Housing Committee <br /> meeting Minutes <br /> September 6,2011 at 6:30 p <br /> Selectmen's Meeting Room, Mashpee Town Hall <br /> Present: Chairman +vlter Abbott, Kalliope Egloff, Berkeley Johnson <br /> Also Present: Selectman Carol Sherman, Selectman Mchael Richardson, Selectman Torn O'Hara <br /> Absent: Fred letchel <br /> CALL TO ORDER <br /> Chairman Abbott called the meeting to order at 630 p.m. and the roll was called. <br /> APPROVAL OF TES-August 2,2011 <br /> motion was made by Mr. Johnson to approve the minutes submitted as circulated. Ms. Egloff <br /> seconded the motion. All voted unanimously. <br /> PRESENTATIONS <br /> Leila Botsford,Mashpee Housing Authority-Funds for hent Assistance Program <br /> Ms. Botsford was present at the meeting to seek support from the Affordable Housing Committee to <br /> request funds from the Community Preservation Committee and/or the Affordable Housing Trust Fund <br /> for a program to be developed by the Mashpee Housing Authority. <br /> The Housing Assistance Program will combine five different types of assistance to be funded from one <br /> source of money, including ongoing short term rental assistance, one time assistance for <br /> firstlstsecurity deposit, one time emergency assistance for rent., short team mortgage assistance and <br /> down payment assistance for first time hornebuy rs. All forms of assistance would be for Mashpee <br /> residents. Massachusetts' Housing Authorities have plcd a greater focus on veteran's housing, so <br /> first preference will be given to veterans or their surviving families. Second preference will be given <br /> to families who both live and work in Mashpee and the final preference will be for residents o <br /> Mashppe. <br /> Assistance will be based on factors such asincome eligibility, providing up to loop/o of the area <br /> median income; residents in need of ongoing rental assistance, and working with those families so that <br /> they eventually do not need assistance; passing a LORI check and 'Interviewing with staff members. <br /> Another component of the program, providing one-time assistance, would consist of a revolving loan <br /> topay for the first last month's rent and the security deposit. Ms. Botsford has met with Valerie Foster <br /> of the Chatham Mousing Authority, which has managed a very successful and similar program. Ms. <br /> Foster has recommended assisting those clients receiving first last security with month-to-month <br /> assistance as needed since it allowed for greater control over encouraging repayment of the loan. <br /> In reference to Nils. otsford's projected budget, Chairman Abbott ln�u�ir hether two or three of the <br /> p J <br /> services would be considered should the full amount of funds not be available. Ms. Botsford stated her <br /> reference to fund the program hole, but use the available-funds in areas of the greatest need as <br /> p p l <br /> they arise. Ms. Botsford noted that each week the Housing Authority sees 5-6 people who have no <br /> lace to go, have experienced fob loss, have experienced a reduction in pay or who require assistance <br /> with their mortgage. Ms. Botsford emphasized the need for flexibility to use the funds where needed, <br /> adding that the total of$300,000 would be for a gree year period. Ails.
