4 <br /> Botsford noted that a number of individuals have mitten letters of support for the program, which has <br /> been included to the packet to Committee members. <br /> Selectman Richardson inquired whether Ms. Botsford had been in contact with a local bank or credit <br /> union since they may be willing to invest in Mashp ee residents and Ms. Botsford responded that she <br /> had net. Selectman Richardson also recommended reconsideration of developing an agreement with <br /> accessory apartments. <br /> Ms. Egloff inquired whether clients would also pass through a SORT check and Ms. Botsford <br /> responded that it would be part of the.CORJ check. Ms. Egloffalso inquired whether an abatement <br /> program had been considered as part ofthe program, allowing clients to volunteer in town in lieu of <br /> 100% repayment of the revolving loan. Ms. Botsford liked the idea. Ms. Egl ff referenced the <br /> Massachusetts Guide for dousing Trusts and the possibility of obtain.ing grants for residents unable to <br /> maintain their quality of He due to a disability, and using the funds to reale the home accessible. FIs. <br /> Botsford was unfarniliar with that type of a program and Ms. Egloff noted that it was often through <br /> Boards of Health, but could be considered by the Housing Authority. Ms. Egloff inquired who would <br /> be responsible for financial oversight of the program and Ms. Botsford responded that the Board <br /> oversees the dousing Authority and that the Housing Authority has the ability to oversee the program. <br /> FIs. Egloff referenced the South Shore dousing System's Corporation and the classes offered such as <br /> credit information, budgeting and available Mate matching fonds. Ms. Botsford stated that credit and <br /> budgeting counseling was available but that snatching funds were not available. Ms. Rglol~f offered her <br /> information to Ms. Botsford who noted that it was similar to the Section 8 Self Sufficiency Program. <br /> Ir. Johnson clarified that first/last/security loans would be for residents other than residents of <br /> Dousing Authority units and inquired whether there were other rentals available in Mashpee. Ms. <br /> Botsford responded that there were some other rentals available but the added expense of providing <br /> first last ecurity was prohibitive to some residents. Mr. Johnson inquired about the accessory <br /> apartments and suggested that the Housing Authority serge as a clearinghouse for accessory <br /> apartments. Mr. O'Hara confirmed that accessory apartments were allowed in Mashpee. <br /> Selectman Sherman inquired about how the resident would repay the revolving loan. IVIS. Botsford <br /> responded that a repayment agreement would be signed agreeing to pay a certain amount back to the <br /> Housing Authority each month. Ms. Foster had indicated that, in Chatham, only a couple of residents <br /> had defaulted. Selectman O'Hara inquired about the possibility of the Housing Authority paying the <br /> last month and security directly to the landlord and Ms. Botsford confirmed that payment would be <br /> made directly to the landlord. Selectman Richardson recommended broadcasting the need for legal <br /> and approved accessory apartments. Selectman O'Hara confirmed that accessory apartments must <br /> meet certain requirements by the Town in order to be permitted, such as meeting septic, parking and <br /> egress requirements. <br /> The Chair asked Selectman 'tiara about the amount of funds available from the Community <br /> 'reservation Coff=*ttee for affordable housing. Selectman O'Mara indicated that 10% or <br /> approximately$300,000 may be available. It was noted that a large percentage of the funds were <br /> being used to pay for land that had already been purchased. Selectman O'Hara suggested goal of <br /> building affordable senior housing for Mash ee residents, which could then open up housing stock for <br /> other residents. Ms. Egloff noted the possibility of utilizing the funds to make accessory apartments <br /> legal. 'There was also discussion about deeding homes or accessory apartments as affordable and <br /> efforts made by Martha's vineyard. There was also discussion about the process of requesting the <br /> funds. Chairman Abbott expressed interest in also developing affordable apartments and inquired <br /> 2 <br />
