Selectman Richardson noted that approximately $200,000 was available from the <br /> Cape Cod Commission in mitigation funds for affordable housing. <br /> motion was made by Nis.EOoff to support the Mashpee Housing Authority In their Funds for <br /> rental assistance for their program as presented. Chairman Abbott seconded the motion. All <br /> voted unanimously. <br /> Jinn mine,John Economos-Mashpee village <br /> John Economos,, manager of Mashpee village for 3 years, was present to discuss the charging image <br /> of the property. Mr. Economos stated that Mashpee Village was owned and managed by The <br /> Community Builders, Inc. whichis operating or con wcung 338 units of housing on Cape. Mr. <br /> Economos noted that 870 people are housed to the units, 300 of whom are children aged 18 and under. <br /> Mashpee Village includes 145 units housing 328 people and is currently 100% full. Mr. Economos <br /> reported that only 8 families earn more than 60'%of the median income and that only 4 receive public <br /> assistance, stating that it predominantly provides workforce housing. <br /> TCB replaced its management and maintenance four years ago. It was also noted that Mashpee <br /> Village had been considered the property of last resort, and TCB committed to making it I"choice <br /> facility. Mr. Economos. stated that there was now a waiting list and that checks, such as credit and <br /> criminal background checks, were now conducted. Mashpee village also has a no-nonsense policy. <br /> Mr. Economos described the resident support program that includes budget counseling, advocacy, teen <br /> programs and health and wellness programs. lir. Econs noted that there was also a focus on <br /> brewing the generational cycle of affordable housing and encouraging residents to give back to the <br /> community through service at women's shelters, food pantries and dog walking.. It was reported that <br /> more than 42000 hours of community service had been completed by residents over the last 3 years. <br /> Mr. Economos stated that the net operating income had increased by % and that residents were <br /> paging rent and some were paying advanced rent, Mashpee village has one full time and one part time <br /> employee and partners with Cape Cod Community College who has provided 6 interns to mentor <br /> young residents at Mashpee Village. Mr. Economos described the RPACT program that rewires 50 <br /> hours of-community service and teaches study and computer skills. Children at Mashpee village have <br /> also been exposed to arts and culture through a variety of field trips. RPCE focuses on adults and <br /> teaches job skills in order to pursue better jobs. Mr. Economos stated his hope to expand the services <br /> i C pewide with the possibility of developing an incubator center. Mr. Economos noted that the Board <br /> of Directors consisted of tenants and others Wishing to be involved. Ilii. Economos stated that there <br /> was an active neighborhood watch and that crime had been reduced. <br /> Ms. Egloff thanked lir. Economos.for his work. Mr. Johnson inquired whether Mashpee village <br /> residents had moved on to other housing. Mr. Economos reported that one family moved into a <br /> Habitat for Humanity Dome and that one resident acquired a nursing job and moved out of Mashpee to <br /> non-affordable home. Chairman Abbott inquired about whether or not Mashpee village charged <br /> firstlastsecurity and lair. Econornos responded that they required first month only. The Chair invited <br /> Mashpee village to speak to the Mashpee Men's Club. <br /> John Perrine shared the before and after images of the physical changes at Mashpee Village. Mr. <br /> Femme reported that all exterior renovations had been completed during Phase I in 2009. Phase 11 <br /> includes interior work to 11 o units in the rhulti-fami I y units including new kitchens, bathrooms, <br /> heating and the addition of a sewerage treatment plant. once the project is completed, Mr. Economo <br />
