MASHPEE AFFORDABLE HOUSING COMMITTEE MINUTES <br /> June 7,2005 <br /> Present: John Cahalane,Zella Elizenberry,Alice Lopez,Eric Smith,Louise Patrick,Julius Rosales, <br /> Deborah Battles, and Trudi Ide. <br /> Guests: John Paone, Candidate for Affordable Housing Committee membership <br /> Marty Henry, Candidate for Affordable Housing Committee membership <br /> Meeting called to order at 7:05 p.m. <br /> Approval of Minutes...Trudi motioned to accept the minutes of April 5, 2005 and the Informal Notes of <br /> May 5, 2005; Julius seconded the motion; and the motion was carried. <br /> NEW BUSINESS <br /> MHP Newsletter/Letter from Kopelman and Paige,P.C. <br /> ■ Newsletter and Letter from Kopelman and Paige, P.C. was distributed to Committee members. <br /> Document discusses Municipal Affordable Housing Trust Funds. It outlines what is involved to start a <br /> Trust as well as including a sample of an article that could be drafted and presented at the October <br /> Town Meeting. Zella requested some open dialogue regarding this trust. <br /> ■ Discussion began by stating that the trust could be created to utilize town funds. The current Mashpee <br /> Affordable Housing Trust cannot use town funds or town services(i.e.,accountants, lawyers,etc.). <br /> ■ There was a lot of concern that there is already an Mashpee Affordable Housing Trust and there could <br /> potentially be some conflicts on projects. <br /> ■ John defined the difference in the two trusts:the Mashpee Affordable Housing Trust is non-profit and the <br /> other one is town managed utilizing town money and resources. <br /> ■ Trudi suggested inviting the Mashpee Affordable Housing Trust to join the Affordable Housing Committee <br /> for an open discussion regarding the trust and to let then know,as a courtesy,that the Committee is <br /> exploring the trust. <br /> it Alice made a motion to invite representatives from the Mashpee Affordable Trust to the next Affordable <br /> Housing Committee meeting to discuss a town trust;Louise seconded the motion, and the motion was <br /> carried. <br /> ➢ Action Item: Zella will send a formal invitation to the Mashpee Affordable Trust to join the Committee <br /> at their next scheduled meeting in July. <br /> Housing Assistance Corporation <br /> ■ Gisele Gauthier attended the Affordable Housing Committee meeting in May.Because there wasn't a <br /> quorum at that meeting,Giselle stated that she would be happy to attend another meeting for further <br /> discussions on how we can work together. <br /> ➢ Action Item: Zella will formally invite HAC to attend the July Affordable Housing Committee meeting <br /> to continue discussions. <br /> ■ Alice was asking about minority preference for 40B and if the Affordable Housing Committee had any <br /> input. Zella and Trudi attended the informational meeting, but stated that they did not have any input on <br /> 40B requirements. Zella attended the meeting to gain more information on what the criteria was for the <br /> lottery. <br /> ➢ Action.Itern: Zella to request official 40B regulations for confirmation on what is stated in the section <br /> regarding minority preference, <br /> ■ Alice reports that the Housing Assistance Corporation did not get a good response to moderate priced units; <br /> although there was a rush on last minute applications.
