Board of Ass6ssors meeting 'age <br /> Conservation Restriction Proposal (continued) <br /> Upon question from Mr, DeLory, Mr. Bailey explained The <br /> State is probably going to turn over the development rights to <br />' The Towns the restictions The Towns decide to adopt can be <br />, <br /> just about anything 40 all development rights must be signed <br /> over to The Town "forever" with The Town as the recipient o <br /> those rights so that The Tows has enforcement, rights , . . this <br /> is the "up side" . The "downside" is that almost no valuable <br /> property will be donated. <br /> Robert DeLory questioned the "ten year restriction" with <br /> development rights following that period of time. David Bailey <br /> stated he is in no way in favor of this l im-Ited time restriction <br /> he favors only "perpetual" or 'tong' hundred years, <br /> restrictions , or the like. Be sees so advantage to short- <br /> term restrictions. <br /> [upon statement of concern by Chairman Greig over certain <br /> ways to get out o "perpetual restrictions" such as <br /> penalties that can be paid, and the like, Mr. Bailey expressed <br /> opinion these loopholes must be closed . • . his personal feeling <br /> is that the time limit of the conservation restrictions should <br /> not be allowed to be broken at all ! ! However, he has heard of a <br /> case in Barnstable where restrictions were released th ough Court <br /> Action. <br /> David Bailey pointed out that Mashpee has a considerable <br /> amount of conservation land he 'feels this is good for The <br /> Town , especially because it is on Cape Cod ! Robert DeLory <br /> expressed agreement. More discussion followed. <br /> Chairman Greig stated there has been no discussion on this <br /> matter among Mashpee Town Boards. [until a "round table" <br /> discussion and D.0,R. involvement happens, he will not relinquish <br /> his responsibility as Assessor, Robert DeLory agreed. David <br /> Bailey again stated he will find out more specifics on this issue <br /> when he meets with Mr, Whritenour, <br /> List of U aid Taxes <br /> Chairman Greig stated that he would like a printout of Ms. <br /> Ann Shaw' s Dist of Unpaid Taxes. Lengthy discussion followed. <br /> David Bailey stated he will supply The Board with a printout; <br /> everything with a "U" marked ed beside it means the property is <br /> unbuil.dable. <br />
