w <br /> f� <br /> Board of Assessors Meeting Page <br /> Conservation Restriction Proposal (continued) <br /> David Bailer informed The Board that he had conversation in <br /> this regard with the gentleman he met at the Gape Cod Assessors <br /> Meeting. He represents and spearheads a private conservation <br /> organization which helps people donate property. He informed Mr, <br /> Bailey as follows <br /> "Practically speaking , these restrictions don ' t mean a heck <br /> of a lot in that they don 't get a lot of people to give what <br /> would otherwise be developable land and put restrictions on <br /> it. What they do is get people with marginal land to put <br /> restrictions on it. His feeling is that if the laws change <br /> if sewers go in at some point in time or if laws are <br /> changed concerning septic systems to make then easier t <br /> install (there is a lot of land out there that applies . <br /> unbuildble today) , thea that lana would be <br /> protected. " <br /> Mr. Bailey explained that very few people with One Million <br /> Dollar properties put on conservation restrictions, Lengthy <br /> discussion followed concerning using the conservation <br /> restrictions for "tax dodge" purposes. <br /> Chairman Greig expressed opinion that It <br /> restrictions" are the only ones of which he is in favor. <br /> Mr. Bailey agreed ; and he stated the gentleman he spoke with also <br /> favored and encouraged Property owners to donate land with <br /> 11perpetual conservation restrictions" applied. <br /> Chairman Greig pointed out there is no legal limit on size <br /> of property to be put into conservation. David Bailey explained <br /> the size -is governed by The Towns who narrow down exactly <br /> hat they want; there are some. advantages. Mr. Greig expressed <br /> concern over the legality that Chapter Lana Laws are prescribed <br /> by The D.O.R. He feels The M.A.A. would be better suited, as It <br /> understands the implications of what could happen with the <br /> assessments. David Badley stated he has no knowledge of The <br /> M.A.A. having position in this regard ; he agreed with Mr. Greig ' s <br /> concern. <br /> Chairman Greig strongly stated this entire matter should be , <br /> handled at The D.O.R. Level The Board of Selectmen , The <br /> Executive Secretary, The Board of Assessors do not have the time <br /> to handle the issue It must be well thought out' ! Robert <br /> DeLory expressed. agreement. Mr . Greig suggested the matter be <br /> passed through The Assessing office Association of The D.G.R. <br /> David Bailey expressed opinion the reason this is not being done <br /> is to allow The Towns some flexibility. <br />
