Board of Assessors Meeting Page 2 <br /> Abatement Application - Map 77 , Multiple Lots <br /> William R. Curdn :Owner continued <br /> I <br /> constructing a two bedroom hone only - unless a modified septic <br /> system is installed after the septic design has been submitted to <br /> and approved by the DEP. Lengthy discussion followed regarding <br /> how the nitrogen minimizing septic system works , and also the <br /> average cost to install a normal septic system. Robert DeLo `y <br /> expressed opinion that the modified septic system is a normal <br /> septic system additionally treated on its site by the nitrogen <br /> minimizing feature incorporated into the normal septic design. <br /> David Bailey expressed opinion that $1.5 , 000 plus the costs <br /> to obtain necessary approval would probably be the total cost to <br /> install a modified septic system, based upon the $5 , 0 average <br /> cost to install a normal septic system and the $10 , 000 average <br /> cost to install a modified version. He explained that once <br /> Mr. Curring receives approval for one lot, he could apply that <br /> approval to all of the lots. More discussion followed . <br /> Mr. Bail y recommended that The Board reduce the assessment <br /> of the subject lots by about 1 - the lots are valued around <br /> $120 , 000 each. Mr. Bailey expressed opinion that the reason for <br /> Mr. Cunning ' s abatement application is to show The Town that the <br /> new nitrogen minimizing septic systems will be costly for many <br /> property owners and developers as well as new buyers. He also <br /> feels that Mr. Curring should not try to sell the subject lots at <br /> I the present time and should wait until willowBend sells out. All <br /> expressed agreement. <br /> Mr. Bailey expressed opinion that Assessing will probably <br /> grant many abatements because of the new septic system <br /> regulations ; however, he feels the total value of abatements will <br /> not be overwhelming. Nice Chairman Porter pointed out that a to <br /> total valine reduction of properties being affected will be a <br /> substantial monetary amount. David Bailey explained there are <br /> not that many waterfront properties on coastal banks where <br /> Conservation still has jurisdiction , and he feels the Bluff <br /> properties are far enough away from the coastal bank. Robert <br /> DeLory pointed out that the top of the slope may be included in <br /> Conservation ruling. Lengthy discussion followed relevant to <br /> anon-Conservation jurisdiction of New Seabury' s new sea view <br /> development, lots on Promitory Point, and the subdivision at The <br /> Fairway which does not include the last two lots situated on <br /> lower land. <br /> Abatement A22lication Map 43, Parcel 4 - 42 . 7 Acres <br /> Robert DeLorFy informed that the abatement application <br /> triggered the following information: A deed dated February 26 , <br /> 1988 , and recorded on March 2 , 1994 , has just been received by <br />
