Board of Assessors Meeting Page 2
M Progress of RRC ' s Commercial Personal. Property Appraisal
,.,,. - -
(continued) ,
leasing companies relative to companies who report that equipment
is leased; they are double checking especially when a large sum
of money is involved; and they do not harass the taxpayers.
Chairman Porter questioned RC ' s actual hours worked to
date. David Bailey informed that the contract is based upon
per account with a minimum of '200 accounts . They will surpass
the minimum by at least ; Mashpee will eliminate about 75 from
an estimated 300 because they are not worth assessing - their
equipment will be depreciated to zero by next year, we will
decide where to cut off . Lengthy discussion followed.
Vice Chairman DeLory expressed opinion that a large amount
of equipment is being leased; Mr . Bailey agreed and stated that
this is the trend today - easier for filing tai returns ,
Chairman Porter expressed opinion that Assessing seams to
have a better handle on this issue than in past years . All
expressed agreement.
Upcoming ATB Cases
David Bailey informed that there are about one dozen cases
scheduled for the second week in September, Upon question from
Chairman Porter, Mr. Bailey stated that Pike is one of these
cases he has not yet spoken with Mr. Pike but is working on
this matter. In Mr, Pike ' s favor are the two lots on either side
of the right of way clown to the spit . • . when the values were
changed, they were lowered more than they should have been.
Three people have purchased property significantly under market
value Mr. Bailey is trying to negotiate with thea. Another
case , one with a sound assessment on Tide Run, has an appointment
scheduled with the owner this Thursday. Also, there is a case
that the taxpayer could vein property on Pimlico Pond Road,
Lengthy discussion followed relative to the values o
limited -waterview properties , distance to the beach in
Popponeset from certain surrounding properties , and the
immediate decrease in property values when Shore Drive must be
crossed to gain beach access .
David Bailey informed that the property owned by Bryne,
located on the corner of Redbrook, probably will be negotiated.
Two properties at Maushop owned by same person do not seem to be
a big issue ; the two units were so undera sessed, the revaluation
brought their assessments to where they should be double.
I
