Board of Assessors Meeting Page <br /> The overlay Reserve continued <br /> Chairman Greig stated that there are many monetary <br /> issues beyond the knowledge of Assessing which The Board should <br /> try to find out about before raking a decision on this matter, <br /> Garcia Ding made suggestion that the Overlay money be used to <br /> purchase Bufflehead Bay - which would save The Town from financing. <br /> David Bailey stated that this money could be used for any number <br /> f things . His feeling has arrays been that the reserve money <br /> should be used as a one-time expense because it is not recurring; <br /> however, since 1991 there has been a hefty surplus; it will be <br /> decreasing dramatically from this point on, Lengthy discussion <br /> followed. <br /> Chairman Greig informed that this year, Assessing has <br /> had only 75 abatement applications . vice chairman Porter stated <br /> that Assessing has made money. David Bailey explained -that the <br /> D.O.R. had strongly urged- Assessing to deep a hefty overlay until <br /> five years had passed since the 1990 Revaluation when 1t had a <br /> deficit of lh Million Dollars . Assessing has Long since made up <br /> that deficit It is running a normal percentage of <br /> abatements that have been reasonably predictable. Nor. Bailey <br /> suspects that in a few years , Assessing will have yearly overlays <br /> f about $300 , 000 instead of double that amount . . . out of that <br /> $300 , 000 , Assessing may probably end up with $150 , 000 to $200 , 000 <br /> every year. <br /> Chairman Greig expressed opinion that as a voter, he <br /> would want both the Finance Committee and the Board of Selectmen <br /> to be rade aware that this large amount of Assessing ' s Overlay <br /> Reserve exists and is available; then, they should decide jointly <br /> on how to use this money. David Bailey stated that Ir. <br /> hritenour ]mows that it exists he mentioned it on the <br /> floor at Town meeting. Mr. Greig stated that Mr. Whritenor has <br /> not defined where the money exists . fix'. Bailey explained that he <br /> simply wants The Board of Assessors to have the opportunity to <br /> press this issue, if they wish, by sending a letter stating that <br /> the large amount of money in A s e s s i.ng i s Overlay Reserve is being <br /> transferred to overlay surplus . Lengthy discussion followed. <br /> Vice Chairman Porter stated he gets the feeling that <br /> Bob Whritenour does not- always communicate with the Board of <br /> Selectmen- he asked Marcia King her feelings on this matter. MS ' <br /> King agreed with Mr. Porter . She stated that Mr . Whritenour <br /> relates to a certain few of the Selectmen, others he does not; <br /> normally, he does not relate to members of the Finance Committee. <br /> David Bailey explained that the reason for his <br /> suggestion to have Assessing send a letter, signed by each Board <br />
