w
Board of Assessors Meeting Page
Abatement Applications
Maxwell -- Applications for Fiscal Years 1996 and 1997
(continued)
Marcia ding rude comment that a power-of-attorney
signature appears on the paperwork. She questioned if Assessing
has a copy of the power-of-attorney document on f i l e. David
Bailey informed that he does not recall seeing, a copy. vice
Chairman Porter questioned Ms . King. She expressed opinion that
Assessing should have a copy to protect Itself it proves
that the signature is legally authorized. Lengthy discussion
followed concerning the matter of power-of-attorney as well as
limited-power-of-attorney.
Chairman Greig informed Marcia ding that he does not
mind disallowing these abatement applications because he had to
disallow one of Mashpee ' s major taxpayers, Fields Point, for
filing just one day late. David Bailey explained that Fields
Point has filed abatement applications one day late during the
past three years.
Board of Assessors ' Poll.cr---on Signature Stamps
Chairman Greig informed Marcia King that The Board has
a very firm policy regarding signature stamps . The signatures of
the Three Sward Members on a stamp is used only for betterments,
Vice Chairman Porter expressed agreement that The Board ' s policy
stands -very f it . Mr. Greig noted that Ms. Susan Collum will
have to have the stamp revised for Marcia King ' s signature.
NEW/OLD BUSINESS:
The Overlay Reserve
David Bailey informed Board Members that he had
expected during Town Meeting a request would be made of Assessing
to release funds from Its Overlay Reserve the request never
came. He expressed opinion that there is probably close to One
Million Dollars available which has been just sitting. Mr.
Bailey expected that this reserve money would fund part of the
"down Mall renovations or fund the "swing years" on the school
financing . the years when Mashpee would not be receiving
reimbursement which funding may still happen. He was
wondering if The Board of Assessors would want to press the issue
!
and send a letter saying that this money is going to be
transferred to Overlay Surplus . Lengthy discussion followed.
