i <br /> Board of Assessors Meeting Page <br /> Discussion on Another Full--Time EmjRloyee for ASSeSSinSj <br />: - (continued) <br /> once someone is well qualified for that position but does not <br /> hold title to it, that person will seek employment elsewhere. <br /> David Bailey informed that throughout the summer , Susan <br /> I working Collum knows that she will be o g on the betterments <br /> entering all the data onto the new system, g ettIng the system <br /> working properly, and improving the existing system which still <br /> has some serious drawbacks; doing a better job on Personal. <br /> Property by verifying who should be receiving bills ; and working <br /> more on the Boat Excise Tax Bills . Upon comments from Chairman <br /> Greig, Mr. Bailey informed that he and Susan Collum are planning <br /> to go out the first week of July as ca follow-up to the poor <br /> response received from questionnaires seat to all boat yard <br /> owner's requesting lists of boat owners , He pointed out that if a <br /> boat does not have a Massachusetts }registration, it will be <br /> difficult to find out who the owner is . Discussion followed. <br /> Discussion on -the MAA course Offer .n s <br /> Marcia King initiated discussion; she inquired if <br /> instruction of various 'courses by Town Employees is done on their ' <br /> own time and if they receive compensation. David Bailey .informed <br /> that the Towns donate the time from the instructor ' s employment, <br /> and the instructors do not receive monetary compensation for <br /> their instruction. He -explained that the purpose of the course <br /> offerings is to maintain an educationatl program, and the feeling <br /> most Towns have is that all of the people in the Towns bnef-it <br /> from those who instruct the courses . We, from the Town of <br /> Mashpee , have all attended these courses and have benefited from <br /> the generosity of someone else . Chairman Greig informed that he <br /> received excellent instruction on two courses from a Town of <br /> Worcester Employee. <br /> Marcia King expressed strong feeling that the Towns <br /> should not be required to pay for the instructor ' s time . <br /> the instructor makes the decision to teach the course this <br /> is not really part of his/her job 1 1. David Bailey disagreed; he <br /> pointed out that when he thought about teaching a course, he <br /> first requested The Board' s decision . He further pointed out <br /> that if he has an employee who wants to teach. a course within <br /> proper circumstances , he most certainly would allow the <br /> instruction time. Lengthy discussion followed . <br /> . <br /> Chairman Greig , vise chairman Porter, and David Bailey <br /> expressed strong. feeling that the way this program works on MAA <br /> Course offerings has proven very beneficial to the Towns and <br /> their employees they all want the program to continue. <br /> M <br />
