■ <br /> r <br /> Board of Assessors Meeting Page <br /> Clause 22E Veterans Exemption (continued) <br /> Chairman Greig submitted a letter from an Applicant <br /> that was nailed to his personal address . The letter stated the <br /> extremely sad circumstances of why the Applicant is incapable of <br /> working. Copy of letter is attached to These Minutes . Leslie <br /> Greig referred to Nis. Susan Collum' s letter of August 14 , 1996, <br /> notifying Applicants of the Board of Assessors ' policy in order <br /> to receive this exemption, He also recommended that 11 11 f the <br /> letter, "A statement from your physician that you are incapable <br /> of working" , be eliminated. Lengthy discussion followed. <br /> David Bailey expressed opinion that there is "no gain" <br /> in this particular request, and most Applicants are beyond the <br /> normal working age. All expressed agreement. Leslie Greig- was <br /> of the opinion that the requirement of an Income Tax Return is <br /> unnecessary and could be eliminated except in a few cases . He is <br /> in favor of requiring only an Applicant ' s sworn statement; <br /> Kenneth Porter expressed agreement. Davin Bailey stated that the <br /> requirements The Board voted on seemed reasonable at first until <br /> the data from Applicants started to be received. Board Members <br /> recommended that the applications be handled on a case-by-case <br /> basis, with David Bailey as the authority on what specific data <br /> should be requested. Mr. Bailey expressed agreement. <br /> Vice Chairman Porter made motion that Clause 22E <br /> Veterans Exemption Applications be handled on an individual <br /> basis, with DavId Bailey as the authority on what specific data <br /> should be requested of each Applicant; Chairman Greig made second <br /> the motion- motion passed; majority decision. The Board set new <br /> policy concerning the filing of 100% veterans exemption <br /> applications . <br /> Neighborhood a l u e s <br /> David Bailey informed The Board that concerning the <br /> change of values at this point in time, his recommendation will <br /> be to use the sales up to January lst, He explained that <br /> Assessing is presently receiving increases in some areas where <br /> values would be based solely on this past nine months of sales; <br /> he feels this would not be fair. He informed that at present, <br /> the .o.d. is around .+ and the median is 9 for our 1995 <br /> sales from January 1st and December 31st- this is a good ratio, <br /> but some of the neighborhood values are incorrect. WillowBend <br /> will have to come up significantly maybe '20% - most of <br /> Popponesset will have to come up a little; some parts of New <br /> seabury will have to be changed a few cordo groups ; <br /> Pirate ' s Cove will have to core up by a decent amount. Lengthy <br /> discussion followed. <br /> i <br />
