i <br /> Board of Assessors Meeting Page <br /> Update David Baffle �- Review o Prospective Assessment <br /> Changes- for FY1997 (continued) <br /> David Bailey informed that Popponesset subdivision <br /> properties have increased about 5 8% . He pointed out that h <br /> has done his best to keep the increases throughout Mahpee to a. <br /> minimum and to pretty well defined areas; he researched the 1996 <br /> sales to make sure the values would remain fairly stable. <br /> Mr. Bailey also informed that the big questions not yet <br /> resolved concern Popponesset Island (orae sale extremely low) , and <br /> Monomoscoy Waterfront three sales one at assessed value <br /> but two sales extremely low) . He pointed out that the problem <br /> with both Popponesset Island and Monomoscoy waterfront values is <br /> the ripple effect upon many other areas where property values are <br /> keyed off of these two prune areas. <br /> Marcia Kind initiated lengthy discussion concerning the <br /> few sales of highest priced properties and their current <br /> assessments . Board Members and David Bailey accessed the <br /> computer to research the sale history of Map 112 , Loot 6 that sola <br /> for $1 . 4 Million in 1395 . Mr. Bailey expressed strong feeling <br /> that a certain few people will buy purely on "l want it" . <br /> money is not an issue! ! Board Members expressed agreement. <br /> David Bailey pointed out that this particular sale reflects a $1 <br /> million building let with which he totally disagrees . He also <br /> pointed out that Assessing must be careful to find "something <br /> unique" about an extremely high sale when placing value. <br /> David Bailey informed that Deer Crossing Condominium <br /> values are uncertain at the present time . • . some of the more <br /> desirable' units are increasing . He will have to spend more time <br /> with this development, as he did with Maushop Village. <br /> Chairman Greig questioned the F1 property values . <br /> David Bailey informed that the 1995 sales show a ratio of 97 and <br /> a c.o.d. of .1.; the 1396 sales show a c.o.d. of 11 . 22 two <br /> of the 1936 sales came in way out of line with the 1335 sales . He <br /> needs to spend time this week on the land . . . Ashumet Pond may <br /> go down a little but not near the Falmouth end where the beach is <br /> sandy and well graded. <br /> ]avid Bailey referred to the recent printout given to <br /> Board Members . He stated that properties with the good c .o.d. s, <br /> probably under . 8, may charge a little just to bring them i <br /> line,-, any with a c.o.d. of over . 9 he will look at again, briefly <br /> at the sales , to mare sure nothing was overlooked. He feels <br /> Assessing is on target with the timeframe originally scheduled. <br /> _ j <br />
