" Ar,. errigan continued his strong attack on
David Bailey and the Mashpee Assessing Department. He loudly
Proclaimed "The other fact that I want to bring up is that you
people were incompetent . . . absolutely incompetent to send some-
body out and assess any property for $274 , 000 and appraise the
house next door - ( for 1997 ) for $213 ,000, the one across the
street for $179 ,000 ,and the one on the other side for $168, 000 ! .' "
Mr. Bailey ' calrnl.y informed that if any of these are
valid points, they should have been brought up on an abtrnt
application during the statutory period* fir. Kerrigan angrily
replied "You never mentioned to me that there was that process
. as a Ta layer, When I walk in and ask to speak with the
Assessor, you would expect to be notified by the Assessor that,
hey, there is a process that you have to go through here . . . if
you 've got a problem with your taxes, you have to file for an
abatement ! .' Nothing like that was ever said to ane not one
word! ! "
David Bailey replied in a calm manner "If anyone comes
in to me when there is time to file for an abatement, l certainly
advise them to file for an abatement . . . you weren ' t in here
during the time your could have filed for an abatement. " Richard
Kerrigan very loudly proclaimed "l was in here prior to that
. long before that . . . over a year ago, Dave , I was in here
. I 've been here on three occasions three ocea Ions !"
Mr. Bailey explained that Mr. Kerrigan is talking about FY1997
• "You care to Ise after the deadline for filing in FY1997 . 91
Mr. Kerrigan angrily replied "No,, I did not ! ! " Mrs . Kerrigan
asked when the deadline for filing was in 1997 . David Bailey
informed it would have been January 27, 1997 something like
that.
Mr. Kerrigan referred to his data and pointed out the
date of February 2 that he had been in Assiessing: fir. Bailey
pointed out that the year the data references is 1998 0 . .
regardless, you, cane in after February, 1998 . Richard Kerrigan
loudly proclaimed "That ' s not true because I was here over a
year trying to get this resolved! ! " Mrs. Kerrigan pointed out to
her husband that David Bailey said the deadline was January of
1997 , so we would have had to come in prior to that. Mr. Bailer
informed Mr. Kerrigan that he had no reason to thunk the issue
was not resolved after he looked at the property last May.
