TOWN <br /> BOARD OF ASSESSORS <br /> Minutes of the Meeting of Wednesday, July 19, 2006 i <br /> Board Members Present: Also Present: <br /> Jason streebel, Chairman John Duffy: Director of Assessing <br /> Paul Andrews, Clerk <br /> Chairman Jason Stree el called the meeting to order at 5:41Q Pull. <br /> REVIEW II of MINUTES <br /> Paul Andrews moved that the minutes from the BOA meeting held on July b, 2006 be approved. <br /> Jason streebel seconded the motion. All approved. <br /> DIRECTOR of ASSESSING REPORT T--John Duffy <br /> 1.Real Estate Research Consultants(RRC). The RRC will be going out starting Monday, July <br /> 24 2006, to list all new business personal properties in Mashpee. They will be checking also on <br /> any and all address changes needed in order to update the Assessing Office mailing lists. <br /> . Kapinos Inc. Two data collectors from Kapinos Inc. are scheduled to start investigating <br /> 2005!2006 sales not yet field reviewed, in order to get a bass for revaluation this fall. <br /> . Building Permits. All building permits from .duly 1,2005 through ,lune 30, 2006 are <br /> completed. John Duffy stated that he is ready to compile a batch of supplernentals. <br /> . Assessing office Position Vacancy. John Duffy Mated that there has been one application <br /> received for the vacant position in the Assessing Office, from an insurance collector. Applications <br /> for the position are still being accepted. <br /> S. state Pictmetry Program. This program provides for aerial photographs of houses to be <br /> taken from several different angles, allowing for a view of houses obliquely, not just from the top <br /> of the house down. The Mate paid for the entire state to be done a few years ago, The Mate is <br /> now offering the program free to all towns for the first time, but will charge for the service after <br /> that. John Duffy plans to use the service in conjunction with the field review. <br /> . Taxpayer Issue. John Duffy reported that a Mashpee taxpayer is challenging takes owned <br /> from 2003. Paul Andrews suggested that John get all the details of the situation and then meet <br /> with the taxpayer to discuss the issue in person. Jason streebel offered to have the BOA meet <br /> with the taxpayer to assist with the case, if necessary. <br /> LD BUSINESS <br /> 1. Dubber stamp Policy. Paul-Andrews reported that he and Jason streebel together have <br /> developed a Rubber stamp Policy for the I lashpee Assessors mice(see Attachment A). <br /> Paul Andrews made a motion that the Board of Assessors adopt the rubber stamp policy for use <br /> by the Assessing Office. Jason Streebel seconded the motion. All approved. <br /> Jason streebel suggested that the BOA leave the authority with,John Duffy as tD when and how <br /> the Rubber Stamp Policy should be used. Permitted usage of the Policy is ouilined in the <br /> attached copy of the Policy. Paul Andrews asked John Duffy to ensure that all individuals who <br />
