TOWN OF <br /> BOARD of ASSESSORS <br /> Minutes of the Meeting of April 5, 2007 <br />' Board Members Present: Members Absent: Also Present: <br /> Paul Andrews, Chairman Gregg Fraser, Clerk Jason Streebel, Director of Assessing <br /> Sheldon Holzer, hire Chairman Sue LaBourne, Asst. Dir.of Assessing <br /> Chairman Paul Andrews called the greeting to order at 5:49 Pill. <br /> REVIEW of MINUTES <br /> Minutes from the meeting of March 19, 2007 were corrected as follows: <br /> Page 1# under DIRECTOR of ASSESSING REPORT, 1.,change the first sentence to read: "Jason <br /> StreebeI reported that with regard to the Asher Path Senior Apartments complex, the financiers are <br /> concerned about the taxes." <br /> The Board unanimously approved as corrected the minutes from the meeting of March 19, 2007. <br /> BOARD of ASSESSORS REPORTS <br /> 1. Paul Andrews, Chairman. <br /> RE: Audio Recording Policy. Paul Andrews stated that he had received from Jason Streebel the <br /> protocol on the tape recording of meetings which is outlined in Massachusetts General Laws, Chapter 7, <br /> Article 1 —Public'Records and open Meetings s—approved by Attorney General on /13/06. According <br /> to the Town By-Laws, all regulatory authorities are required to audio sound (tape) record all meetings. <br /> Such tapes must be filed Fr ith the Town Clerk at the sane time as the written minutes are filed. The <br /> Town clerk shall be required to maintain the audio tape records for a period of three gears. If, in the <br /> opinion of the Town Clerk or Board Chairman, retention is in the best interest of the Town, a longer <br /> period may be stipulated. <br /> Paul Andrews stated that more updated parliamentary rules and recommendations from a legal sense <br /> do not recommend recording the meetings. Paul stated that he is not necessarily advocating BOA <br /> action to charge this p licyr but wanted to go on recon that he was not c mf rtable with the <br /> requirement to continue taping the BOA rneefings. <br /> . Sheldon Holzer, Vice Chairman. . <br /> Sheldon Holzer stated that he has been informed by the Department of Revenue of the Commonwealth <br /> of l iassachusetts that he has attended the Assessors 101 Seminar successfuIly and is now certified to <br /> assess property in the State of Massachusetts. . <br /> . Greg Fraser, Clerk. Absent, no report. <br /> DIRECTOR of ASSESSING REPORT—Jason Streebel. <br /> ' 1- Appointment of Assistant Director of Assessing. Jason StreebeI congratul ted Sue La Bourne on <br /> her appointment to the posibop of Assistant Director of Assessing, and also offered his congratulations <br /> to her for hawing successfu'1y,I mpleted the Assessing 101 Seminar. <br /> . Development of Error Rama. <br /> Paul Andrews requested that Jason Streebel develop a protocol for the Assessing office for the <br /> development of ars error rate for the listing issues. Paul further stated that he would like to see the <br /> 1 <br />
