I , <br /> r <br /> Contractor's procedure for checking on his own work. Paul Andrews basically is looking for a system of <br /> checks and balances. Jason Streebel stated that he and Sue LBourne plan to work on taking a <br /> sampling of what has been done. <br /> 3. Nine-Year Cyclical Listing. <br /> Paul Andrews asked about the status of the nine-year cyclical listing, in which every property is visited <br /> at lust once every nine years. Jason Streebel stated that it technically will be checked on for 2012, <br /> and is going to male sure that every property is listed within the next 2 gears and has.contracted with <br /> Paul Kapinos&Associates to assist with this process starfing in October'07 after the revaluation has <br /> been successfully completed. Jason stated that there are approximately 4500 to 5000 parcels in <br /> ll ashpee with no record of ever having been visited. Jason Mated that he has already run several <br /> reports analyzing where the Assessing Office is with the process, and ghat needs to be done. <br /> 4. Abatement status update. <br /> Jason Streebel stated that after today's meeting, 70 of the 106 abatement applications received will <br /> have been processed. Jason stated that the abatement rete, as a percentage of a possible total <br /> parcels, was a .00 or one half of one percent) abatement percentage return on the total base. .Jason <br /> stated_that the Department of Revenue states that anything under 3% is considered very good. <br /> The tax rate is likely to go up next year, which may result in an increase of abatement applications <br /> received. Starting next week, Jason reported that they will be doing a complete land review. The <br /> process will take several months. <br /> S. New Data collector. <br /> Jason Streebel reported that the Town has not yet advertised for a new Data Collector, but anticipated <br /> that the ad will go out within the next week. The position is 40 'Hours per week with starting salary of <br /> $321000. <br /> F' . DOR Items. <br /> Jason Streebel reported that the DOR is sill finalizing the details of how they are going to do the <br /> revaluation certifications. <br /> . New Seabury country club. <br /> .Jason Streebel reported that the Brewster Golf course turned out to be not relevant to the situation with <br /> the New Seabury Country Club. Brewster Golf Course is owned by ars individual. The details of that <br /> case were not so much that it was a private course, which it is, but that the owner wanted to do some <br /> private development on the course. The case is still not settled but is not equivalent to the situation with <br /> New Seabury. New Seabury is stating that the golf course is open to the public, and points to all the <br /> chanty events, golf tournaments, weddings, and corporate events where the public is invited. Jason <br /> Streebel pointed out that there are towns on the Cape that are doing it both wars: some towns consider <br /> their golf club open to the public because of the events held that include the public, yet the golf course is <br /> open to members only. And there are some towns that are considered private because their golf course <br /> is open to members only. Jason stated that the Bureau of Local Assessments, under the DOR, <br /> , <br /> maintains a staff of attorneys and would be available for questions and would offer ars opinion if the <br /> BOA elects to contact the bureau. <br /> .Jason Streebel felt that if the BOA denied the New Seabury Golf Club its abatement application, the <br /> decision would be appealed. After further discussion as to hour to handle the situation with the New <br /> Seabury Golf Club, it was decided that a letter from the BOA should be prepared to go to Town~ Counsel <br /> first for an opinion. Depending upon Town Counsel's advice, the next step might be to take it to th e <br /> DLS. The BOA would start at the local level for advice before escalating the case to the Mate level. <br /> The abatement has already been approved by the BOA for'06. The decision from the BOA for an '07 <br /> abatement approval will not have to be made until October of 2007 when the next year's taxes are set <br /> up. <br /> 2 <br />
