Review of Draft RFP for Valuation Consultant <br /> The Valuation Consultant RFP is similar to the previous one, with the exception that it is for 3 <br /> interim revaluation years, as opposed to having a recertification year on the third year. <br /> Historically, the town has contracted a price of$30,000 per year, for both an interim or <br /> revaluation year. This contract price has been maintained for the last six years even with the <br /> inclusion into the last contract of adding the previously, separately contracted, collection of <br /> Business Personal Property. The inclusion of which has saved the town in excess of nine <br /> thousand dollars a year. There is currently $61,801.66 in the BOA revaluation budget. Jason is <br /> recommending a warrant article for the October Town Meeting to release overlay funds and put <br /> the overlay surplus of$110,000 into the revaluation account, which should cover the required <br /> funds for the next cycle including the recertification year in FY 2015 and related cyclical listing <br /> costs that the Dept. of Revenue will be requiring over the next three years. <br /> 5. Review of Request for State Reimbursement of Veterans Exemptions (Attachment A). <br /> Jason Streebel distributed copies of a report to be submitted to the Dept. of Revenue for certain <br /> exemptions granted for veterans. Jason noted that not all exemptions granted by the BOA <br /> receive reimbursement from the state and those that do generally receive only a partial <br /> reimbursement. <br /> 6. Assessment Implications of IRS Revocation of Nonprofit Status for Mashpee <br /> Organizations (Attachment B). <br /> There are two items worth noting: Mashpee Wampanoag Rod & Gun Club has lost its federal <br /> status and will probably lose its local status as well. Jason is currently verifying that fact with <br /> Town Counsel. The Mashpee Affordable Housing Trust, which also lost its status, is a quasi- <br /> municipal entity so it may remain tax exempt. <br /> NEXT MEETING <br /> The next meeting of the Board of Assessors will be held in the month of August, 2011, the date <br /> to be determined.
