The motion was <br /> unanimously approved. <br /> The Public Session was adjourned at 5:50 PM. <br /> The Board returned to the Public Session at 5:56 PM. <br /> Paul Andrews made a motion that the Board approve the Veteran's Exemption Application <br /> Clause 22E submitted by Robert Hocking of 7 Sextant Circle. Gregg Fraser seconded the <br /> motion. The motion was unanimously approved. <br /> Paul Andrews made a motion that the Board deny the 2011 Motor Vehicle Abatement <br /> application submitted by Mr. Jay Hill. Gregg Fraser seconded the motion. The motion was <br /> unanimously approved. <br /> NEW BUSINESS <br /> 1. Policy on Release of Executive Session Minutes. Paul Andrews stated that the recently <br /> revised Open Meeting Law now requires that Executive Session minutes must be released for <br /> public review. Town Counsel has approved the redacting of executive session minutes before <br /> their release, as long as the information being redacted is related exclusively to private health <br /> and/or private identification information. Paul Andrews suggested that the Board might start the <br /> redacting process by having Board Chairman Sheldon Holzer and Jason Streebel together <br /> review historic executive session files. The Board Secretary will forward to Jason Streebel <br /> historic executive session files. <br /> The Board of Selectmen's Policy No. 034, Item #2, "Declassification of Executive Session <br /> Meeting Minutes" states that the minutes will be forwarded to the Board of Selectmen for a final <br /> determination as to whether said minutes warrant continued non-disclosure in accordance with <br /> the provision of MGL c.30A, paragraph 22. Jason Streebel will present a workup of paragraph <br /> 22 for the Board's review at the next BOA meeting. <br /> 2. Overlay Funds Transfer Request: $29,000 from FY'05 to FY '04. Jason Streebel <br /> reported an overlay deficit of$1,934.42 for FY 2004, and suggested that the BOA release more <br /> than the deficit amount in order to have available sufficient funds to cover outstanding appellate <br /> tax board cases that still have not been settled. <br /> Paul Andrews made a motion that the Board release $29,000 from the FY 2005 overlay fund for <br /> transfer into the FY 2004 overlay fund. Gregg Fraser seconded the motion. The motion was <br /> unanimously approved. <br /> 3. Mashpee Water District Request: Release of Overlay Funds from Various Fiscal Years <br /> The Mashpee Water District has requested the following release of overlay funds, suggesting <br /> that there is no longer a need for funds to remain in these accounts: <br /> 1992: $ 16.75 2002: $ 45.91 <br /> 1993: $442.94 2003: $40.36 <br /> 2000: $ 20.40 2004: $837.35 <br /> Jason Streebel recommended that the BOA make some alterations to the Water District request <br /> because of the telecommunications cases that are pending, and suggested that the Board not <br /> zero out the FY 2003 and FY 2004 funds. <br /> Gregg Fraser made a motion that the Board of Assessors amend the Water District request for <br /> overlay fund alterations by denying the release of$40.36 from the FY 2003 overlay fund, and <br /> 2 <br />
