Clause 3 -- Blind Exemption Marie Haynes, 37 Wilsons Grove <br /> Paul Andrews made a motion t deny the 37A Elrod Exemption Application submitted by Marie <br /> Haynes. Gregg Fraser seconded the motion. The motion was unanimously approved. <br /> i <br /> . Clause 17D—Widow's Exemption —Arline Volin, 8-B Riverview rvlew Avenue+ <br /> Paul Andrews made a motion to deny the 1D Vidwr's Exemption Application submitted by Arline <br /> lin. Gregg Fraser seconded the motion. The motion was unanimously approved. <br /> 3. Review of the FY 2012 Proposed Values <br /> Jason Streebel reported that the proposed land values for FY 2012 are flat. Overall, the town has <br /> lost less than 1 f 1% in total value, which is typically nonexistent. Most Cape towns are <br /> . showing a 1-t % drop in value. Therefore, any change in tax rates is going to be due to outside <br /> debt. some in-town property values have dropped; some have gone up. Condominium sales have <br /> lost some value in 2010. Ocean front and golf front properties are doing pretty well. Most drops in <br /> .value are due to depreciation. Mashpee Commons commercial property is down less than 1%. <br /> Jason Streebel submitted these property values to the Department of Revenue for approval on <br /> Monday: Nov. 14th. New growth is expected to be $227,000 in actual dollars; last year it was <br /> $450,000. M shpee is not growing, but is holding its own.' <br /> Jason Streebel stated that as long as our value§ do not change more than 10%, the Assessing <br /> Department is not required to go through another certification. <br /> + The Board members signed off on the Department of Revenue LA 4 (Local Assessment Form #4) <br /> for the Town of Mashpee and also the Department of Revenue LA 4 for the fl ashpee Water <br /> District. . <br /> Jason Streebel reported that the Town classification hearing is scheduled for Monday; December <br /> t` at 7 PM and the Water District classification hearing is on December 2nd at 11 AM. Jason <br /> Streebel stated that at this point in time he expects the tax rate to increase by 33 cents to 34 cents, <br /> with 23 cents due to the outside debt of the library <br /> . Wampanoag Property Issue+Deport. <br /> Jason Streebel stated that the papers are still with the Appellate Tax Board: and the attorneys <br /> have sent back a long list of items they think would qualify for exemption. Masan has inspected the <br /> items on the list, and will present his findings to Tern Counsel on Tuesday, 11/22/11 for-his review <br /> and recommendation as to our official response. Jason Streebel will discuss at the next Board of <br /> Assessors meeting the results of his meeting with Town Counsel. <br /> EXT MEETING <br /> The next meeting of the Board of Assessors will be held in January, 2012, the date to be <br /> determined.
