PLANNING BOARD
Town of Mashpce
PLANNING BOARDMINUTES : JANUARY 189 1984
MEMBERS PRESENT: Earle Marsters, Harold Collins, Richardson. Jonas$
Michelle S tone, Richard Du bin
TIME8 :00 P.I .
AGENDA: PUBLIC HEARING ON PROPOSED SIGN CODS R VISI I S
Earle Irs tern : The purpose of this public hearing being held by the
Planning Board is to elicit comments from the public and other town
agencies relative to the proposed zoning amendment and the final
draft of the article inserted in the warrant may differ substantially
from the pr pbsal;which appeared in the advertisement and -if anyone
is interested in what finally Will go before the town meeting should
bheck with the office of the Selectmen, prior~ to town meeting to secure
a copy of the article in the' form in which it will be recommended by the
Planning Board. The hearing was scheduled for your input and the final
article may vary according to what is put in the final article . o give
little history of this -sign code, we have had a previous public hearing
and at the previous public hearing, several changes were rade-. Unfortunate-
ly when it was re-published this time, they went back to the original.
So we already have some recommended changes which I will input as we
go -along and perhaps you may see, fit to comment on these changes. I
think the ' best way to go through it is to just run through it item by
item. we will see if there are any comments and if not, we will go on
o the next item. I would like to start out by reviewing the purpose
of the by-law w and as you will notice at the very beginning of Article 10,
"it is the intent of this by-law to protect, -conserve and improve the
unique visual quality of the town ofMas-hpe by providing reasonable
regulations and:Jcontr~ol of the erection and maintenance of signs and
advertising devices without restricting the conduct of lawful enterprise-:'
So let' s keep that in mind as we go through it rt gnat' s the whole pur-
pose of it.
DoOs anyone have any comment on 10,1? n comment Incidentally, if
anyone has any comments they want to make in general before we even
get started go ahead
Now we get to 10.2. 1 - at the previous hearing we had an insertion
in here and I ' ll read it and stop when I came to the insertion. It' s
under owner' s consent. "Before any permi t is issued for the erection
f a sign, plans and specifications shall be filed with the building
inspector showing the dimensions , materials, and required details o
construction including loads, stresses and anchorage" - and we inserted
in there, "where required" as the building inspector won' t require this
information in all cases. This was the only change recommended at the
previous hearing.
( continued on page 2
