Planning Board Minutes <br /> Meeting of August 1 # 1984 <br /> Page <br /> Hear i nr of Sub-Divi ion of Punkhorn Point.. cont , <br /> Hannah Averett inquired a to where Old Dock Lane was out on <br /> the plan? Mr . Warwick said that Old Dock Lane has an old <br /> gravel road frm Great Neck Road to the river . Mrs.. Averett <br /> asked if that was where the Punkhorn sign i Mrs Warwick <br /> replied "Yes" . Mrs, Averett asked hire to show her where the <br /> road is that they widened. Mr . Warwick sai d that it ran from <br /> Great Neck Road down to Punlhorn. He said that it is a 33 <br /> foot private right of way. Mr . Pocknett- com ented that it <br /> was ars ancient way- and that he would need permission from the <br /> town to go over the way. Earle Marsters comented that it <br /> is a private wa ► that couldn't be closed off as the public <br /> has rights. <br /> Mr. Pocknett expressed concern of spill doing into the marsh <br /> land during construction of the road. Earle Dar ters. asked <br /> questions be held until the engineer cammented as some of the <br /> questions might be answered. <br /> Mr. Warwick made reference to the drainage stating that catch <br /> basins have been located along Old Dock Lane which goes down <br /> to the river. He said that there is a very serious catchmen t <br /> down at the bottom of the hill and gust above the bottom of <br /> the hill . He a i-d that the drains on Punkhorn Po-int Road <br /> have also been located at critical low points along the road. <br /> There i a 30 foot drainage easement with two basins and <br /> three leaching basin that ]each the water before entering <br /> the bogs. He said that there will be no run off except in <br /> overflow which might happen in ars extreme storm, <br /> Earle Marsters. asked the Town Engineer if he had his report <br /> on the plan . Charles owl e said teat he had some concerns <br /> but the he d i d not have a written report tonight . The <br /> concerns are around the end of Old Dock Lane -- the drainage <br /> problem. He asked for more i nformat i-on in the area. He c rr- <br /> mented about the store r iprap around the edge of the turn- <br /> around saying that it apeared that the top of the r i prap <br /> would only be 10 feet away from the edge of the pavement . <br /> Also, the last two catch basins as noted on the plan appeared <br /> that the bottom of them would be a "0" eveivation mean sea <br /> level which means n that there is a good chance that they would <br /> be sitting in some water. <br /> Mr. Warwick said that they ran their elevations i n from a <br /> State DPW benchmark. He said that he thought the '0' shown <br /> does not match the topography and that there would be a <br /> difference i.n the elevation. h ar l a Rowley asked for more <br /> detail in the area for the purpose of clarifying the drainage <br /> and because he had a concern over the r i Prap .
