Mashpee By-Law evie r Committee <br /> g Minutes of First Meeting Held Thursday, July 22, 2004 <br /> Mashpee Town lull Meeting Room <br /> Present* W. Taylor, D. Myers, E. Larkin,R. Maney, I Marr,D. Dami, and C. Frye. <br /> Invited Participant: P. Costello, Town Counsel. <br /> Wayne Taylor opened the meeting at 7 p.m. He began by saying he was very happy With <br /> the work done by the Charter Commission and that while the Selectmen named him as <br /> Chair of this Committee he is going to open nominations for Chairman of this Committee <br /> because he feels that would be in the Town"s best interest in vier of his many = <br /> responsibilities as Selectmen and other committees he works on. <br /> Officers <br /> Wayne Taylor nominated Ed Larkin to serve as Chair of thisCommittee; Ruth Mane <br /> seconded the nomination- and it was unanimously approved. <br /> Curtis Frye nominated Wayne Taylor to serve as Vice Chairman of thisCommittee-,Don <br /> Myers seconded the nomination; and it was unanimously approved, <br /> Wayne Taylor nominated Don Myers to serve as Clerk of thisCommittee- Jim Marr <br /> seconded the nomination- and it was unanimously approved. <br /> Discussion <br /> Ed outlined the complexity of the task facing this Committee and the extreme importance <br /> of having counsel to support and represent this group insofar as our activities are <br /> concerned. d then asked Pat Costcllo whether or not he was aware of what the <br /> Committee had to do since there are 188 Special Acts to be studied and acted on, as well <br /> as 173 Chapters, In response, Pat said he is Town Counsel and has a lot of experience as <br /> town counsel having served as counsel for many municipalities that have gone through <br /> this process. He explained he i's well aware of the tasks involved and certain he could be <br /> of able assistance in this natter. <br /> Ed suggested that perhaps this Committee would form subcommittee(s)to meet with the <br /> various boards/committees to get their input on changes they may want to make to by- <br /> laws <br /> - <br /> 1a s on their committee—this could include committees not under the Charter, for <br /> instance, Conservation Commission. <br />
