Special Acts jLa s <br /> r <br /> Some of the points raised regarding steps to be taken in changing Special Acts and By- <br /> Laws <br /> - <br /> La rs are; <br /> 9 First order of business of this Committee will be that every one of the 188 Special <br /> Acts has to he reviewed and analyzed to determine whether the Act should be <br /> repealed, retained, or partially retained. <br /> Changes recommended by this Committee go to Town.Meeting for approval. <br /> Changs being made to conform to Charter cannot be rejected by Town Meeting. <br /> Voters would be informed of this beforehand. In addition Pat Costello stated that <br /> hey as Town Counsel, would inform voters at Town Meeting as well. <br /> 0 After Town Meeting approves,then report has to be submitted to Attorney = <br /> General. <br /> * This is good opportunity to introduce the voters to the Consent Calendar. <br /> 0 Major task is to bring Part f ofBy-Laws into confornnity with Charter(95%of <br /> our work). <br /> y, * Part 2—Not a lot under Charter in this section. <br /> * BY-Laws are in electronic form at Town Hall. This will be helpful in making and <br /> comparing the changes. <br /> * Easier to codify if you don't leave galas in numbering. For instance instead of <br /> jumping from Chapter t to Chapter 5 to leave room for inserts, changes could be <br /> inserted as 1-a, * etc. <br /> Submission of Changes to Town M etxn <br /> * Distribute to voters beforehand. <br /> * Hold Public Hearing(s)beforehand. <br /> Parliamentary procedure as to how to present changes could be decided by this <br /> Committee. <br /> Committee can do partial changes for May-2005 Town Meeting and get one-year <br /> extension to do remaining portion if not able to get all work done by May-2005 <br /> meeting. <br /> Report has to be done second week in February to make May Town Meeting. <br />
