8 <br /> Capital Improvement Program Con nittee <br /> Minutes <br /> November 1 3, 2008 <br /> Sewer: <br /> Sever Commission member Form Fudala was present to discuss capital <br /> improvement program funds anticipated to be expended for the Town's <br /> Sever System which includes effluent and decentralized <br /> facilities. The Sewer project has been n ongoing line item of the CFP <br /> budget to adhere to the recommendations of the Watershed Nitrogen <br /> Management Plan. To date,the total requested funding is $470,000,000. <br /> There are no disbursements required for FY2010. <br /> Initial funding would support detailed site evaluations and enginee.ring <br /> design. Estimated disbursements for the effluent pipeline and associated <br /> pumping facilities to move treated wastewater in FY2011 is $900,000. I <br /> FY2012, $9,000,000 is projected and future costs are unknown. In <br /> FY2011 the sum of$500,000 is anticipated for decentralized facilities. <br /> The estimated cost doubles the following two years and increases to <br /> $5100!POO in FY201 . <br /> Given the magnitude of the project,the Sever Commission recently met <br /> with members of the Board of Selectmen, Finance Committee and <br /> Mashpee waster District Commissioners to consider financial <br /> ramifications and scenarios.envisioned for the operation and management <br /> of the future sewer facilities. <br /> regional approach using the MMR was a strong consideration as all of <br /> the Upper Cape communities are in the midst of their own wastewater <br /> planning in a time of economic limitations. Although, the regionalization <br /> concept is dependent upon participation. It was noted the Mown of <br /> Sandwich has applied for Textron funding(pollution settlement funds)to <br /> review the town's contribution to nitrogen loading in Popponesset Bay in <br /> 1lashpee. <br /> It was agreed the Fair Share seenario would be distributed to members of <br /> the CIP Committee for additional review., <br /> It was also noted the Town of Dennis recently filed legislation to request <br /> authorization to empower the water District to operate their sewer <br /> treatment facilities. And,the gown of Chatham is noted to be manemng <br /> their sewer project over a thirty-year period. <br /> The Town Manager and her financial team are presently reviewing <br /> financial implicati ns associated,to this matter. <br />
