3 <br /> Capital Improvement Program Committee <br /> Minutes <br /> December 10, 2009 <br /> CIP Pro rain.-FY2011; <br /> Due to fiscal constraints and the present state of the economy,the CIP <br /> Committee agreed to defer deliberations with respect to the capital budget <br /> until the completion of the budget process and to await the results of the <br /> needs assessment study which is anticipated to begin'n January. The <br /> Planning & Construction Committee is also anticipating the results of the <br /> study to prioritize their future capital needs and projects. <br /> The committed Police Department lease/purchase program is required to <br /> be placed in the upcoming capital program. The sure of$145,000 would <br /> be earmarked to allow for the continuation of the, lease/purchase of 10 <br /> police vehicles ($105,000) and 4 police vehicles o, 00 <br /> It was agreed that additional capital needs would be pn6oriti ed by the <br /> Committee for future funding consideration. Projects identified with the <br /> use of a separate funding source such as the Ambulance Receipts Account <br /> andor MCAT funding would be considered to offset the use of capital <br /> expenditures from free cash. <br /> It was recommended the Committee conduct a preliminary assessment of <br /> the FY2 1 l CIP program and email prioritized and critical need projects <br /> to the Town Manager. <br /> A_ioumment: <br /> Motion made by Mrs. Cook to adjourn at 3:55 p.m. <br /> Motion tion seconded by Mrs. Goulart. <br /> VOTE: Unanimous. <br /> Respectfully submitted, <br /> o <br /> Kathleen M.
