t <br /> f <br /> SECRETARY REPORT. <br /> Minutes for the regular meeting held on July 11, 2013 were mailed to members before the meeting. <br /> motion was made by Mr. Harsh and seconded by Mr. Sha kett to accept the minutes as <br /> presented. The motion was adopted. <br /> TREASURER'S ER' REPORT: <br /> Budget to Actual Feort: Mrs. Botsford presented the budget to actual report, prepared by the fee <br /> accountant, and reviewed It with the board, explaining the variances. Mrs. Botsford informed the board <br /> that there were a couple more year-end adjustments the fee accountant still needs to make, so the <br /> official financial statements are not ready to be voted on. Also, she pointed out that the budget to actual <br /> report is done based on the fiscal year 2013 numbers, as budget guidelines have not yet been released <br /> for fiscal year 2014. <br /> Accounts Payables: Mrs. Botsford presented the warrants for signature. The warrants for signature <br /> tonight are for the months of July and August 2013 and total as follows: For July: $33,887.38 for 4001, <br /> $5,842.00 for Section 8, $17,288.00 for MF VP, $42,449.26 for Ash is Path Apartments and $8,010.68 for <br /> the Housing Assistance Program. For August: $39,660.29 for 4001, $5,04 .00 for Section 8, $16,54$.00 <br /> for MR P, $24,886.86 for Asher's Path Apartments and $7,51805.1 for tl H ousing Assistance Program. <br /> r <br /> Mrs. Botsford reported that we have all residents paid in full at all developments. We have only one <br /> vacancy at Homeyer Village. We need to do a transfer for an existing H rneyer Village resident who <br /> needs an accessible unit. The resident in one of our accessible units will need to transfer to the non-unit <br /> that carne available, as he doesn't need the accessible unit he's in, so this will result in two more unit <br /> turnovers. The process is underway for selecting a neve resident for one unit. A motion was made b <br /> Mr. Shackett and seconded by Mr. shakett to accept the treasurer's report as presented. <br /> The motion was adopted. <br /> EXECUTIVE DIRECTOR'S REPORT: <br /> Mrs. Botsford mailed members her written report for July and August and added the following report: <br /> I contacted the State auditor earlier this week to get the status of our draft report. It is still not <br /> ready. <br /> • Public Hearings have started for the Governor's bill versus the MassNAHRO bill. one was held in <br /> Springfield last month. Two more are scheduled in October. I'll be attending both and speaking <br /> at one of thea. <br /> The board requested that we review Carol's employment after 6 months of increasing salary and <br /> hours. Carol is doing a great job and willing to take on more work and learning. I would <br /> suggest that it would be a good idea to have her attend the Spectrum Lover Income Housing Tax <br /> Credit(LIHTQ training and maybe even get her C3p credentials. It would be a big asset to lis t <br /> have her trained in.tax.credits. There is training in November that Mrs. Botsford would like to <br /> send her to. A motion was made by Mr. Hars h and seconded by Nor. Sha lett to use <br /> Asher's Path savings funds to send Carol to a Spectrum LIHTC training. The motion <br /> was adopted. <br /> • Capital Improvement Plan was accepted, but I have not yet received the official letter. We are <br /> ready to move forward with several projects, as soon as we do get the official instructions from <br /> DHCD for proceeding. <br /> • DHCD has not yet released the budget guidelines for Fiscal Year 2014 but they have announced a <br /> few things about it. There is going to be a % increase to the spending levels, however [sousing <br /> authorities will be required to include in their operating budgets the cost for a single-audit. This <br /> is new, as the State Auditors have done all audits in the past, if you have all state units. <br /> 0 I attended the annual Leo Dauvver conference last week.
