Path accounts. A motion was made by Mir, shack tt and seconded by Ms. Allen to affirm the <br /> board's permission to Mrs. Botsford to open the accounts for Aher's Path,the Housing <br /> Assistance Program, and the money market account for the land lease from Great cove <br /> Community. The motion was adopted. <br /> Housing Assistance Program Update: Mrs. Botsford informed the board that she had been contacted by <br /> Town Manager Joyce Mason because the Selectmen were reviewing the October Town Meeting warrant <br /> and they had questions about the Housing Assistance Program. Ms. Mason asked for reports and <br /> information. Mrs. Botsford responded with a letter and reports with all of the information requested (the <br /> board was provided a copy of this) and she attended the Selectmen's meeting on August 1 , along with <br /> Carol Mitchell who manages the program. It was not a very good meeting, as it was apparent that the <br /> Selectmen were not aware of a lot of the program specifics. Mrs. Botsford had presented the programa to <br /> the Community Preservation Committee indicating that all funds would be paid back with the exception of <br /> the Short Terra Dental Assistance program, which is a program allowing residents to receive help with <br /> rent for up to two years. The CPC approved the program as it was presented and the most recent <br /> application for October Town Meeting was to increase the funding because there was so mach need for <br /> the program. The Selectmen expressed disappointment that"short terra"assistance was defined as up to <br /> two years and expected it to be more like a fever months. By the end of that meeting, the Selectmen had <br /> voted to remove the article from the warrant. Since the meeting, Mrs.-Botsford has term inat d,assistance <br /> to all recipients who have been on the program for more than 6 months, and is focusing on helping <br /> people on the waiting list for 3-6 months only now. In addition, at the meeting Ms. Mason stated that the <br /> funds collected on repayment are supposed to go back to the term. It was Mrs. Botsford's <br /> understanding, as well as Mr. Halpern's, that the funds collected for loans were to be put back into the <br /> program. Mrs. Botsford needs to try to get this clarified with the Town Accountant. A motion was <br /> made by Ms. Allen and seconded by Ir. Shackett to affirm that the account opened for the <br /> Housing Assistance Program was set up as a revolving checking account so that money taken <br /> in for loans could be used towards funding for the programa. The motion was adopted. <br /> Mrs. Botsford informed the board that, since the meeting, she has been in touch with John Stewart who <br /> runs both the Chatham and Harwich Housing Authorities. Both agencies have a Rental Assistance <br /> Program, fully funded by the CPCs, that allows assistance up to three years and the money is given as a <br /> voucher payment, NOT as a loan. Mrs. Botsford provided the board with a written report on their <br /> programs. <br /> OTHER BUSINESS: none <br /> COMMUNICATIONS/CORRESPONDENCE: Other than those already mentioned, Mrs. Botsford <br /> reviewed a nice letter received from a recipient of the Housing Assistance Program and provided the <br /> board with a copy. <br /> NEXT MEE rIN : The next meeting will be Thursday, October 10, 2013 at :BB Phi unless changed <br /> beforehand: <br /> MEETING ADJOURNMENT: A motion was made by Mr. sh ckett and seconded by Ms. Allen to <br /> adjourn.
