` Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> March 5, 2013 at 6:30 pm <br /> Popp nesset Meeting Room, Mashpee Town Hall <br /> f , <br /> Present: Chairman Walter Abbott, Kalli ope Egl.off, Allan Isbit <br /> Also Present: Selectman Michael Richardson <br /> Absent: Berkeley Johnson <br /> CALIF TO ORDER <br /> Chairman Abbott called the meeting to order at 6:40 p.m. and the roll was called. <br /> APPROVAL OF NIIINUTES-February 5,2013 <br /> Minutes would be deferred until an attending quorum was in attendance. <br /> OLD BUSINESS <br /> Feasibility Study Update <br /> Chairman Abbott reported that the Commumty Preservation Committee considered applications <br /> and accepted the request for funds for$10,000 for a feasibility study for 209 fold Barnstable <br /> Road, as a contingency for the Massachusetts Housing Partnership funding source. Mr. Isbit <br /> indicated that the"down Manage-may b "interested in utilizing the funds for a second study at <br /> another site. It was noted that the Affordable Housing Frust would need to vote on co- <br /> sponsoring any request for funds at the march I Ith meeting. There was discussion regaard'ng the <br /> Trust membership <br /> The chair also announced that the Mass Housing Partnership was awaiting a signature for the <br /> 15,000 check for Mashpee. There was discussion regarding possible charges to Massachusetts <br /> Housing Authorities. <br /> Ms. Egloff inquired whether there was a means to assess the Town's ability to meet the State <br /> mandated 10% affordable housing requirement by 2014. W. Isbitz noted that DHCD was <br /> seeking a good faith effort by towns to meet the 11/ goal. It was also suggested that the Town's <br /> housing production plan would support the Town's efforts to meet the goal. Ms. Egloff <br /> suggested identifying the most beneficial parcels for affordable housing, as with a feasibility <br /> study for the Town, and the Chair suggested that parcels had been identified. Mr. Isbitz noted <br /> that projects typically develop when land becomes available. Chairman Abbott noted that - <br /> Mashpee Gammons had plans to develop 96 units of affordable housing. The Chair also reported <br /> that waivers from Natural Resources would likely be available for land with 70%restrictions. <br /> The Chair indicated that he would follow up with Mr. Johnson regarding whether the feasibility <br /> study funds would be deposited to the Affordable Housing Trust. Where was also discussion <br /> regarding the public bidding laws. <br /> CPC Update <br /> Chairman Abbott announced that the N ashpee Housing Authority received support from the <br /> CPC regarding additional funds for the Housing Assistance Fund. <br />
