k <br /> Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> June 11,2013 at ;30 ppm <br /> waq oit Meeting Room, Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Kalliope Bgloff, Berkeley Johnson Allan lsbit <br /> Also Present: Selectman Mike Richardson,Michelle Springer <br /> CALL TO ORDER <br /> Chairman Abbott called the meeting to order t o p.m. the roll was called. <br /> POSSIBLE NEW MIEM ER <br /> Michelle Springer, Mashpee resident working for the Cape Cod Commission,has submitted a request <br /> to the Board of Selectmen to be appointed to the Affordable Housing Committee. Ms. Springer was <br /> introduced to Selectman Richardson. <br /> APPROVAL OF MINUTES-May 22nd 2013 <br /> Mr.Johnson made a motion to approve the May 22,2013 minutes as amended. Ms.Eglo f <br /> seconded the motion. All voted unanimously. <br /> OLD BUSINESS <br /> Feasibility Study Status <br /> Chairman Abbott reported that he and Mr. Isbitz met with Torry Mayo regarding the two respondents to <br /> the RFP,noting that J.M. O'Reilly was incomplete. Horsley Witten provided a strong submittal, and <br /> was recommended by the Sub-Committee. An additional meeting would finalize the terns of the <br /> contract prior to being submitted to Town Counsel, and then forward to the Board of Selectmen for <br /> approval on July 8. Horsley Witten's proposal was provided to members of the Affordable Housing <br /> Committee. Vere was discussion regarding the AHC's wish that information be provided regarding <br /> the type of housing that could be developed for the parcel and the Chair suggested the possibility that <br /> Horsley Witten may be able to provide the information. It was suggested that the study may be <br /> completed in September or October and that Horsley Witten would likely meet with the AHC. There <br /> would be additional meetings as well. There was agreement that Committee members should attend <br /> any Horsley Witten presentations. <br /> Ms. Bgloff recommended that Affordable Housing meetings be televised in order to communicate the <br /> effort being made by the Committee to Mashpee residents and to invite the pudic to attend meetings. <br /> There was further discussion about future televised meetings such as posting a photo of cottage <br /> housing as well as sharing elements of the housing production plan.. It was noted that Mashpee <br /> Commons had been invited to attend the August meeting. Selectman Richardson indicated that he <br /> would follow up with the Town Manager regarding future meetings being televised.. <br /> Chairman Abbott inquired about selling versus renting cottage housing units. Mr. Isbitz stated that of <br /> the fourJro'ects included in packets, only one was completely dome ownership,one was completely <br /> p <br /> rentals and the remaining two were a combination of rentals and ownership, The Chair searched <br /> nationally and discovered that cottage housing was not work-force housing but predominantly senor <br /> housing. There was agreement that the priority needed to be work-force and family housing. <br />
