f <br /> Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> August 6, 2013 at 6:30 pin <br /> wa uoit Meeting RooM Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Kalliope Egloff, Berkeley Johnson, Allan Isbit , Michelle <br /> Springer <br /> Also Present: Selectman Mike Richardson <br /> CALL To ORDER <br /> Chairman Abbott opened the meeting at 6:30 p.m. and the roll was called. <br /> APPROVAL of T S- my 9, 2013 <br /> Chairman Abbott requested clarification on page 2 of the minutes regarding young professionals <br /> possibly being in need of affordable housing. <br /> Mr. Johnson made a motion to approve the minutes as amended. Vis. Springer seconded <br /> the motion. All voted unanimously. <br /> PRESENTATION <br /> Mashpee Commons <br /> Chairman Abbott introduced Torn Feronti and John Connell.of Mashpee Commons who offered <br /> a presentation to the Committee. Mr. Connell noted that, with improvements to the economy, <br /> Mashpee Commons intended to move forward with their plans to expand. Mr. Connell <br /> referenced the design plan from 2007 which had been focused on ownership but would now have <br /> a greater focus on rentals. The original permit featured a blend of ownership and rentals. The 56 <br /> permitted rental units would now become part of the first sub-phase clue to the need and because <br /> banks would provide funding for rental properties. There would also be some commercial <br /> property developed in the first phase and Mr. Connell noted that each phase would incorporate <br /> 25% affordable units. Mr. Connell described the comprehensive permit regulations and the <br /> affordable housing units being eligible for individuals up to 0%of the area median income but <br /> more recently expected that it would be lowered to %of the area median income, based on <br /> research. Mr. Connell also mentioned that Katherine Lacy, a representative from Mass Housing, <br /> had been involved with a committee tasked with identifying the most viable and shovel-ready <br /> projects and had been working cooperatively with Mashpee Commons as them contact. <br /> Connell shared the 2008 master plan, including the Job <br /> affordable housing <br /> neighborhoods. Mr. Connell stated that the layout was essentially the same, except where <br /> townhouses would likely be reconfigured as rental units. The phasing had been somewhat <br /> altered, including sub-phasing, dictated by availability of financing. Mashpee Commons wished <br /> to build to the need of the community and had completed a market study during the last two <br /> ears. Phase l A on Market Street to Jobs Fishing Green would incorporate 1=2 bedroom units, <br /> and possibly 3-bedroom units with 25% affordable housing units. The following sub phases <br /> would connect to the Green, Jobs Fishing and finally, east to Route 2 . Sub-phases were being <br /> used as a better response to changes in the market. Mr. Connell indicated that the look of the <br /> buildings would be influenced by the Cape with details such as gables mimicking sea captain <br />
