Board of Managers <br /> Upper Cape Regional Transfer Station <br /> Meeting Minutes <br /> December 12, 2017 at 1:00 p.m. <br /> Mashpee Town Hall <br /> Mashpee: Catherine Laurent, Chairman <br /> Falmouth: Ray Jack <br /> Sandwich: Paul Tilton <br /> Bourne: Dan Barrett,Phil Goddard(alt.) <br /> Otis: Chris Segura <br /> Present: Chairman Catherine Laurent, Ray Jack, Dan Barrett, Chris Segura, Phil Goddard <br /> Also Present: Carl Cavossa, Greg Crowley—Cavossa Disposal;Ken Cheitlin—Bourne Rail <br /> Trail <br /> Absent: Paul Tilton <br /> CALL TO ORDER <br /> The meeting was called to order by Chairman Laurent, at 1.:07 p.m. <br /> APPROVAL OF MINUTES September 13,2017 <br /> MOTION: Mr.Jack made a motion to approve the minutes. Mr.Barrett seconded the <br /> motion. All voted unanimously. <br /> NEW BUSINESS <br /> Discuss/Review IMA <br /> The Chair reported that the item was added to the agenda because the agreement was due to <br /> expire at the end of the fiscal year. Due to a question about revenue sharing at the previous <br /> meeting, Chairman Laurent requested an opinion from Town Counsel. Town Counsel confirmed <br /> that,per the existing IMA, cost and revenue was shared equally amongst the member towns. <br /> Revenue/cost sharing could be revisited with the new IMA. The Chair inquired whether there <br /> were other issues to be considered with the IMA. Mr. Barrett indicated that he had some minor <br /> suggestions, but that any decisions should be made when Mr. Tilton was in attendance. Mr. Jack <br /> felt that he may have some minor issues to review for clarification. There was consensus to keep <br /> the issue on the agenda for the next meeting while members reviewed the agreement. <br /> Review Draft MOA between MassDOT & UCRTS <br /> The MassDOT proposed draft MOA has gone back and forth with Town Counsel,with notes that <br /> required clarification. Of note,the Board requested a fee waiver for Town CDL testing, which <br /> was declined. The State was seeking use of the facility at no cost, but would be responsible for <br /> the maintenance of their testing area such as pothole repair, line painting,nothing significant. <br /> The Chair inquired whether the Board wished to consider anything additional. It was also <br /> necessary to look more closely at the map to identify their site usage. <br /> 1 <br />
