If the CPA Committee were to recommend the project, <br /> it would be necessary for the applicant would obtain an appraisal. The <br /> price proposal of$720,000 is based upon the Town's assessed value. It <br /> was disclosed the Town does not conduct the appraisal. It is a requirement <br /> of the applicant. <br /> The lands if acquired by the Town would protect the quality of the <br /> drinking water supply by preserving lands within a Zone Il wellhead <br /> protection area widfin the Town's Groundwater Protection Overlay <br /> District. if the project is considered, it was determined the potential for <br /> future cells)would be Witten into the conservation restriction <br /> agreement. <br /> If the Town were to acquire the Mills Family properties, it may qualify for <br /> a Massachusetts Executive office of Environmental Affairs(EDEA) <br /> Drinking Water Supply Protection meant for up to 50%of the proJect cost. <br /> The Town would also qualify for a Mate Self-Help reimbursement grant in <br /> the same amount. A draft open Space Plan is noted to be acceptable for <br /> submission to the State,but a final C"n Space Plan is required to obtain <br /> Self-Help grant fimding. <br /> The subject land is located in the area of Lake Avenue. It is the largest <br /> parcel of land that would be available to the"down of 11 ash ee for open' <br /> space,purchase. It would preserve an almost contiguous corridor between <br /> 'down conservation land and Santuit Pond. Discussion followed with <br /> respect to paper goads, liability and the potential to disturb conservation <br /> lands. -It was noted that Town Counsel would review this natter on behalf <br /> of the Town. <br /> i <br />
