Community Preservation Committee <br /> Minutes <br /> January 23, 2007 <br /> The Committee in conformance with past practice agreed to review the <br /> applications for CPA funding in the order of interview to determine <br /> project eligibility in accordance with the project guidelines. All <br /> applications should remain consistent with the project description <br /> guidelines as set for in the Community Preservation Funding application. <br /> The Breezy Acres Expansion—Phase I project as presented by the <br /> Ma h ee Authority was deemed in order and unanimously <br /> advantageous for CPA funding. <br /> The Mills Family Lands were also deemed advantageous. Several <br /> members voiced strong support as the property would enhance the Santuit <br /> Pond conservation area, it would protect the Santuit Pond watershed, <br /> preserve lands within a wellhead protection zone and preserve an <br /> important wildlife corridor between Town conservation land and Santuit <br /> Pond. However, there was other concerns regarding attaining the Self <br /> Help grant funds and legal natters relative to access and existing site <br /> utilities. With regards to the Mills F'arn'ly Lands,the matter of obtaining <br /> dear title was a noted concern. The Town Planner stated that it was <br /> standard procedure for the Ton to obtain clear tale. In discussion, most <br /> of the Committee members were in favor of Town Counsel's <br /> recommendation to request the Mills Family to perform all necessary title <br /> wort . <br /> Heritage Park Expansion—Phase II was deemed in order and unanimously <br /> advantageous. October Town Meeting in 2006 voted In favor of the <br /> recommendation of the CPC Committee to fund Phase 1. <br /> The Algonquin Investment Trust application lacked the certified appraisal <br /> deemed a requirement of the open space proposal. <br /> The l ashpee Public Schools presented four applications for CPA funding <br /> consideration. The Quashnet Tennis Court Reconstruction project was <br /> favored and deemed unanimously advantagcous by the Committee. A <br /> letter of support was received from Margaret Mitchell, Physical Education <br /> teacher with respect to the use of CPA funds for the Quashnet School <br /> courts. The High School Track Resurfacing project was questioned as a <br /> potential maintenance issue. It was noted that CPA ceding cannot b <br /> used for maintenance. The Synthetic Turf was not favored at this time due <br /> to budgetary constraints, and High School Tennis Court Crack Repair and <br /> Repainting project was deemed maintenance matter that could not be <br /> CPA funded. <br />
