3 <br /> Community Preservation Committee <br /> Minutes <br /> November 1 , 2008 <br /> APPOINTMENTS AND HEARINGS: <br /> Leila Botsford Conununily Dousing at Breezy Acres: <br /> Leila Botsford Executive Director of the Mashpee Housing Authority <br /> (MRA) was in attendanceto discuss the MBIA application for a CPA grant <br /> of$450,000 for additional housing units at the Breezy Acres site on Old <br /> Barnstable Road. The Housing Authority is seeking funding authorization <br /> for fiscal year 2010 and/or 2011. <br /> Breezy Acres currently has duplex units; six units f affordable,rental <br /> family housing that is managed by the Mashpee Housing Authority, <br /> It was noted that CPA funds in the amount of$450,900 have been <br /> awarded to the IVDA,for affordable housing at the subject site location. <br /> In May 2007, the MHA was awarded $225,000 In CPA funding for Phase <br /> I,to construct one duplex consisting of 2 two-bedroom units, four <br /> affordable rental units each approximately 10 square feet. <br /> In October 2007,the MHA was awarded an additional $225,000 for the <br /> Phase II expansion which included the construction of one,duplex <br /> consisting of 2 new units of,"unrestricted"affordable, family rental <br /> housing. The unrestricted development is now considered a group home <br /> consisting o bedrooms. <br /> This past spring, the Housing Authority received a planning award from <br /> the Department of Housing and Community Development DHC and <br /> Massachusetts Housing Partnership (MIP)to evaluate the potential for <br /> including additional units at the Breezy Acres site location. The New <br /> England Communities along with architects from Brown, Lindquist, <br /> Fenuccio & Rab r have been working with BSC, engineers on site design, <br /> a septic concept and financial ci 1 feasi ilities. <br /> Marc Slotnicl ,New England Communities, Inc. (NECI)was in attendance <br /> With Chris Raber, a project architect to discuss the unit project and <br /> group borne planned for the site. It was noted the total of$900,,000 <br /> represents approximately 26% of the resources necessary to build the <br /> additional units. If the CPA application is approved, the NMA will <br /> request the Department of Housing and Conu Conaunity Development <br /> (DHCD)fully fund the rennai.nder of the development costs, a match of <br /> approximately 1 0,000. <br />
