Conservation Commission
March 1 , 1993
Page 11
would be easier for Ned Philie to complete his revegetation plan for the whole slope
after the physical engineered structures are shown, .
Mr. Slavinsky stated as it is now, one wall goes and the concrete wall is going
where the creosote wall is.
Mr. Sherman agreed if that is the case, then he could probably use the existing plan.
Mr. Cardillo asked how close to the water can one actually go
Mr. Sherman stated if you go into the water it gets more complicated, above the Mean
Annual Flood Level of the pond, it makes it less complicated.
Mr. Cardillo stated he would like to license the dock at the sane time.
Mr. Sherman stated there are two other issues in- the letter. If any irrigation
system is to remain, it should be shown on the plan.
Lastly, there was some foundation work done on the gest end of the house, that
would have to be described and shown? He asked Mr. Slavinsky if the footprint
of the house was accurate and was told it is. He stated a description would be
adequate.
Mr. Sherman asked how long they would need because Town Counsel suggested that
the C mi.ssi n give one more extension and if the proper plans requested are not
received at the next continued hearing, whatever legal steps necessary would have
to be taken. Not to blame anyone, but the fact that no one is accepting letters
from the Commission and no one contacted this office for the whole month. does
not give a lot of confidence that things are moving ahead well.. Town Counsel
stated one more extension should be offered and if all of the required information
which is quite legitimate is not in hand at that time, the Commission will close
and make a decision, based on the information in hand,
Mr. Cardillo was asked how much time he would meed, one month? It would not be
possible to go much beyond that for the replanting and thea the whole slope would
be unstable, which would be unacceptable.
Mr. Slavinsky stated it is basically a landscaping problem.
Mr. Sherman stated the Bordering vegetated wetland will have to be the most heavily
landscaped. What goes above would depend on John's plan and what was there before.
Mr. Slavinsky has talked with two landscape architects, on his own, and they agree
that wall should not be there.
Mr. Cardillo stated his. sisters keep telling him they have pictures of what was
there before and the dock. It was pretty gide open. There were three of those
big trees that fell down in the hurricane and they had a landscaper come in and
cut thea up,
Mr. Sherman stated the bottom part is going to have to be very heavily vegetated
with the kind of species Ned Philie shows. Above that, if you have proper ground
-cover, and if the gees are taken care of. so they are not going to die because of
the roots being covered, some flexibility is possible there.
Mr. Iomeyer stated Mr. Cardillo did not sound interested in doing an engineered
wall. Mr. Slavinsky stated that was not a problem on the bottom one the top one
is a lot higher. The top one is coag out; the other ones they will go along
with the buil in code.
