3 <br /> Board of Selectmen <br /> Minutes <br /> September 28, 2015 <br /> APPOINTMENTS &HEARINGS <br /> Ca e Li ht Com act Presentation: <br /> Maggie Downey, Administrator of the Cape Light Compact was in attendance to update the Board of <br /> Selectmen on Energy Efficiency and Smart Grid programs slated for residential and commercial& <br /> industrial customers. <br /> Ms. Downey indicated the Town of Mashpee is well served by having Tom Mayo, the Assistant Town <br /> Manager on the Cape Light Compact Board. <br /> Currently, the Cape Light Compact is in its 3" year of the second three-year Energy Efficiency Plan. <br /> The Compact will soon be filing the mandated plan comprised all cost effective measures planned for <br /> 2016—2018 at the end of October. <br /> Ms. Downey in her PowerPoint presentation gave a brief update on the energy efficiency programs <br /> offered to residential and business consumers this past year. Energy efficiency measures offered <br /> through the advocacy of the Cape Light Compact include; efficient light bulbs, dehumidifiers, water- <br /> heaters, heating and cooling systems, appliances, added insulation, programmable thermostats and <br /> occupancy sensors. <br /> Enhanced residential services include multi-family and condominium units with incentives for up to <br /> 100% in CLC funding provided to low income customers. New rebates offered include LED lighting, <br /> and the heat-loan program, <br /> The Cape Light Compact Board is expected to review the Enhanced Residential Services program and <br /> the maintenance thereof before the plan is filed. Incentives to be considered include the enhanced <br /> multi-family and low income offerings as well as the maintenance and perimeters relative to the heat <br /> loan program. It was disclosed that all consumers when paying their monthly statement contribute to <br /> the program of services. Homes using natural gas and wood stoves are also served. <br /> Last year 5,992 residential customers participated in the whole house programs. A larger group <br /> purchased or received 82,645 residential energy efficient products. <br /> In the commercial and industrial program, municipalities represent 7% of this customer base and <br /> incentives are funded up to 100% for equipment and staff training. The LED program was a part of the <br /> Compact's 2013-2015 three-year energy efficiency plan. Last year more than 15,700 Light Emitting <br /> Diode (LED) streetlights were installed to replace existing municipal streetlight fixtures in 19 Cape <br /> towns and four Fire Districts. Ms. Downey explained that every measure must be cost effective. <br /> It was noted that instant savings at the time of the assessment include a change of lighting, and the <br /> addition of weather stripping. The proposal for additional work is also submitted at this time. <br />
