6 <br /> Board of Selectmen <br /> Minutes <br /> September 28, 2015 <br /> APPOINTMENTS & HEARINGS <br /> "Northbridge at Mashpee Commons" Proposed Resolution/Presentation: (continued) <br /> ED1.1: The development shall be located in Economic Centers or Industrial and Service Trade Areas <br /> as designated on the Regional Land Use Vision Map. It was disclosed the Town of Mashpee is <br /> without a Land Use Vision Map, and does not have a designated Economic Center. A waiver is thus <br /> granted to meet the requirements of ED 1.3. <br /> Under the EDI-3, the applicant is required to meet to meet 4 out of 9 criteria. Under Municipal <br /> Endorsement, a resolution is required from the Selectmen in which the project is located. The <br /> resolution should state the proposed location is consistent with the Town's Local Comprehensive Plan <br /> as well as the Town's capital facilities and planning or plan for infrastructure. <br /> The project applicant indicated they wish to submit the plan to the Cape Cod Commission for their <br /> review of completeness. Although the applicant has not met with the Planning Board or Zoning Board <br /> of Appeals to date,the Town Manager indicated in discussions with the Town Planner, the property <br /> lies within the Town's growth center, and there is no objection at this time. <br /> A proposed Resolution to the Cape Cod Commission from the Board of Selectmen:relative to the <br /> Northbridge at Mashpee Commons stating the proposed location is consistent with the goals of the <br /> Mashpee Comprehensive Plan and the project site is an area designated in the Land Use Growth <br /> Management Element as a Regional Growth Center was presented for approval and submission to the <br /> Cape Cod Commission. <br /> Discussion followed with respect to the site development and enabling residents to walk and link to the <br /> main part of Mashpee Commons and South Cape Village. It was noted that non-memory care <br /> residents typically relinquish their cars within one year of residency. The design as depicted proposes <br /> a walking area around the perimeter of the property. The closest sidewalk is Donna's Lane and <br /> designs for sidewalks are not fully planned. A sidewalk on Donna's Lane, Town-owned property <br /> would require the Town's permission, and may be forthcoming. A concierge van would transport <br /> residents to various locations within Mashpee. The Board of Selectmen cited additional concerns with <br /> respect to traffic in this area. It was suggested the architect plan for sidewalks in this area at this time. <br /> The Board of Selectmen agreed to go on record, there are project concerns. The Board of Selectmen is <br /> not endorsing the actual concept of the general location, or the physical layout of the plan. In fairness, <br /> it is a good location, but there are a number of concerns regarding safety which includes pedestrian <br /> traffic, traversing the area located near the Windchime condominium complex, and having trucks <br /> delivering goods on a constant level may also impact the area. <br />
