5 <br /> Board of Selectmen <br /> Minutes <br /> September 28, 2015 <br /> APPOINTMENTS &HEARINGS <br /> Update on Grace Veterans Center, Presenters; James Dishner, General USAF (Ret) and Greg Quilt <br /> Major USMC (Ret): (continued) <br /> Major Greg Quilty, Executive Director of the Cape & Islands Veterans Outreach Center indicated at <br /> this time, the Grace Veterans Center has limited use, The operational goal of the facility will offer <br /> both traditional and holistic approaches. Major Quilty stated that if one veteran is served, the facility is <br /> considered fully operational. It was noted the Hyannis center provides a wide range of services. It has <br /> been determined the Grace Veterans Center will not offer a full selection of services in Mashpee. It is <br /> the mission of the Grace Veterans Center to counsel the mental needs of veterans including those with <br /> PSTD and TBI. The schedule of the center is thus based on the needs of the particular veteran. Some <br /> holistic therapies provided at the Mashpee center include yoga, mindfulness, and Reiki with small <br /> .groups of veterans participating, The building has amphitheater/movie room and plans are ongoing for <br /> group seminars to benefit both veterans and their providers. <br /> Major Quilty explained the main focus of the Mashpee outreach center is for veterans in need. The <br /> building is low impact, providing serenity to its users. The facility is not limiting their services as a <br /> result of traffic or other issues: It is not intended to mirror the Hyannis Outreach Center. There are <br /> plans to schedule a grand opening in the future, however, the procedures remain under review. <br /> Mashpee residents who wish to volunteer should call the main office in Hyannis at 508-778-1590. The <br /> Board of Selectmen agreed to place a link on the Town's website announcing that volunteers are in <br /> need to assist with the Cape & Islands Veterans Outreach program. <br /> "Northbridge at Mashpee Commons" Proposed Resolution/Presentation: <br /> The Board of Selectmen met with representation from the Northbridge at Mashpee Commons to <br /> review the planned Assisted Living Facility at property identified as 68 Great Neck Road South Road <br /> in Mashpee. <br /> The site in the vicinity of Donna's Lane consists of approximately five acres and is adjacent to the <br /> Mashpee Commons wastewater treatment facility to the cast and undeveloped land to the notch, <br /> The program for the project consists of 52 assisted living residential apartments with 60 beds and <br /> commons areas. The design provides for a memory support neighborhood for 18 apartments <br /> containing 22 beds. The proposed 70 unit building concept is of a central two-story shingle style <br /> mansion with a low slope roof, large overhangs, bay windows and a covered porch wrapping around <br /> the first level. <br /> The proponents of the project are currently working with the Cape Cod Commission on the <br /> Development of Regional Impact, a part of the permitting process. Minimum performance standards <br /> require the project to conform to economic development policies. <br />
